Background

The Centre for Sexual Health and HIV AIDS Research (CeSHHAR) was set up eight years ago to undertake i) sexual health and HIV related research in Zimbabwe, ii) research capacity strengthening to develop internationally competitive independent research investigators and iii) to form strategic partnerships with community and international stakeholders to ensure research is regionally relevant.

Scope of Work

The Human Resources Manager is a key position under the direction of the Executive Director responsible for staff regulations and related policies to ensure compliance with the national labour laws, ensure staff welfare and enforcing the National Code of Conduct. The Human Resources Manager will be responsible for HR strategy, development and monitoring policies.

Specific duties include:

Staff recruitment - Oversee the filling of all vacancies through a transparent and efficient recruitment system. Implement and monitor recruitment and selection policies and practices and train managers accordingly; Regular follow-up of the recruitment process with all hiring managers, participate in interviews and implement best HR recruitment practice; Ensure that all new hires are on boarded appropriately and given access to policies and procedures. Support managers on the orientation of new employees; Develop and maintain appropriate job descriptions that reflect the employees’ mandate; Prepare terms and conditions of employment and issue all employment contracts in compliance with Zimbabwe’s Labour and HR best practices.

Staff contract management - Implement an efficient staff contract management system. Update and track contract end dates and ensure that timely renewals and notices are received by all staff; Ensure all staff personal files are appropriately filed and all relevant sections are up to date; Oversee staff roll over from one project to the other and roll over and terminate at the end of grants.

Staff health and welfare - Oversee the health and wellbeing of all staff. Educate employees on available absence and leave options and guidelines, monitor and track employee time off according to CeSHHAR leave policies and manage staff absences in accordance with policies; Oversee staff health and safety issues; Review adequacy of staff medical aid cover; Always ensure staff safety and update staff on any security risks; Organise employee recreation activities, get together and staff days to boost and maintain employee morale.

Performance management and development - Oversee equitable staff training and professional development. Lead the implementation of the performance management system which includes but is not limited to compilation of completed appraisals and tracking objectives set for the following year; Develop a staff professional development calendar from results of the performance management system; Assist employees and management on identifying learning opportunities; Report progress on staff further training; Organize staff training sessions, workshops, and other activities as per need of the staff members; Manage training budget effectively and monitor expenditure.

Job grading, staff compensation and benefits - Ensure an equitable grading system linked to the salary scale. Oversee staff compensation and benefits administration, handle bonuses and raises. Manage the grading process and ensure an equitable grading process. Report on results of salary surveys and recommend compensation adjustments: maintain and review pay scales; Oversee the monthly payroll process and remittance of statutory deductions.

Implement policies, code of conduct and disciplinary procedures - Ensure compliance with all human resources procedures, code of conduct and the national labor laws. Develop, implement and monitor to ensure CeSHHAR policies are consistently applied across all levels of staff; Safeguard and promote CeSHHAR core values, ethics, and ensure a comfortable environment for all staff; Manage all employee relations matters including conflict resolution and disciplinary matters that is compliant with local labor laws, CeSHHAR SOPs in order to meet the standards of a conducive working environment; Follow up and review staff Time Sheets; Provide clear, consistent, ethical and legally accurate advice to all managers and employees on all aspects of Human Resources as needed and when requested as well as when specific risks are identified; Oversee implementation of safeguarding and ensure managers and staff are aware of all safeguarding issues and responsibilities; Be the focal person on possible conflict and institute conflict resolution mechanisms, deal with disputes or harassment claims; Supervise the Human Resources operations function to ensure that advice and support are provided to managers and staff on interpretation and application of policies and procedures on other related matters; Provide HR related information and reports to the Executive Director and Management team as requested.

Qualifications and experience

At least a bachelor’s degree in human resources management, public administration, Behavioural Sciences or any relevant qualifications from a recognised university; Masters and/or postgraduate specialisation in human resources or related field will be an added advantage; Have a minimum of 5 years’ experience in the Human Resources and Administration field in a corporate or large INGO environment at management level; Ability to train others, team building abilities, and People management skills are an asset; In-depth knowledge of employee relations and good knowledge of the Zimbabwe Labour Relations Act; Strong computer skills (word, PowerPoint and spreadsheet); Facilitation and presentation skills coupled with Analytical and report writing skills; Ability to assimilate new skills and knowledge and apply it in different situations; Ability to work under pressure; Advanced understanding of and ability to apply human resource management theories and principles
