An Election Consortium working on an election project that encompasses on strengthening civil society capacity to assess and observe the pre-election, election and post-election environment, ensuring that citizens have access to information to effectively participate in and oversee democratic processes and fostering multi-stakeholder partnerships to monitor policy and operational reforms of Zimbabwe's electoral and political processes seeks to hire a Grants and Compliance Officer.
Main Duties and Responsibilities Assessing prospective implementing partners to ensure they have adequate systems, policies and procedures in place for them to be able to efficiently administer donor funds; Suggest measures to mitigate risk to the organisation where implementing partners lack capacity; Ensuring all documentation and audit trails relating to contracting matters with implementing partners and funders is complete and compliant; Tracking implementing partners’ expenditure to ensure they do not go over their obligations and alert finance when incremental obligations are required; Providing recommendations senior management with data in relation to sub-awards for decision making; Undertake compliance visits to ensure that activities being carried out are in line with the approved contract; Managing the closeout process for Consortium and sub-awards; Ensuring that all documents pertaining to all projects are audit-ready; Oversee compliance with internal controls and accounting procedures; Ensure all financial and accounting reports from grantees are prepared and submitted in a timely manner; Oversee the possible implementation and disbursement of sub-awards to local legislative and/or civil society organizations. Competencies Solid understanding of donor regulations and procedures pertaining to grants management; Ability to analyze technical and cost proposals and prepare reports; Ability to perform complex tasks and to prioritize multiple projects; Ability to analyze budget line items for compliance with budget guidelines. Qualifications Bachelor's degree in management, financial analysis or accounting desirable; Master's degree preferred; Proven records maintenance and database management skills; A degree in Accounting will be an added advantage Other Attributes Time management and ability to prioritize multiple tasks; Self-motivated person able to work without close supervision; Able to work effectively in a diverse team environment; Willing to work additional hours at crucial times.
