Position Title: Grant Finance Officer Location: Bulawayo (DFID IGATE Grant) Purpose of the Position: To support the program staff with grant accounting and budgetary functions for the IGATE Grant, ensuring conformity with World Vision International reporting requirements and the stringent compliance standards established the donor or government or regulatory agency to minimize incidences of any disallowed costs and/or significant expenditure variances. Major Accountabilities/Responsibilities:
  • Work with Finance Manager and officers to come up with grant budgets that support program designs, and are in line with the WVZ budgeting guidelines, specific donor guidelines and formats and Support office recommendations.
  • Advise program teams on resource integration options to meet match requirements of grants and on recovery of indirect and field ministry service costs for grants and private funding.
  • Lead the development of the annual project team operating budget, monitor actual performance and develop projections.
  • Review and/or generate financial reports for compliance with grant and donor requirements.
  • Analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending.
  • Prepare close-out documentation at end of funding cycles in compliance with donor and WVI regulations.
  • Support Donor and World Vision International audits, provide required information and facilitate audit recommendations implementation.
  • Practice standard financial systems, including implementation of good internal controls, asset monitoring and reconciliation of all funds accounts.
  • Oversee preparation of financial reports and ledgers.
  • Assure that all grant policies and regulations are adhered to in the charging of costAssist in the timely procurement and distribution of program resources.
  • Maintain a program specific asset register, and ensure that it agrees with both the ledger and the master assets register.
  • Conduct quarterly asset reconciliations.
  • Participate in tender meetings and/or processes that relate to the assigned grants.
Knowledge and Skills:
  • A degree in Accounting or Finance or any related field. Working towards a professional qualification such as ACCA or CIMA will be an advantage.
  • In-depth working knowledge of accounting software packages
  • Excellent computer literacy skills, especially in MS Excel.
  • In-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and the WVI Field Finance Manual.
  • In-depth working knowledge of grant accounting.
  • Knowledge of how to prepare, review, and present financial statements and financial reports.
