Position Overview


Pact seeks an experienced Finance and Administration Director for the anticipated USAID/Zimbabwe Local Governance Activity. This anticipated activity will promote implementation of the devolution prescriptions in the 2013 Constitution and greater understanding among stakeholders of the associated rights and responsibilities. The activity may support legal and academic analysis of devolution and civil society efforts to enhance public understanding and participation. The activity may develop capacities of local organizations on devolution themes.


The Finance and Administration Director is responsible for managing all aspects of finance and accounting including: monitoring the design and ongoing implementation of effective accounting procedures and strong financial internal controls, ensuring the accuracy, consistency, and compliance of the field office monthly financial reports; ensuring financial management and accounting policies and procedures are up to date and in compliance with Pact's head office in DC, donors and the requirements of local regulation; ensuring that all staff are trained and understand financial management and accounting policies and procedures; ensuring proper document maintenance and file retention; and, participating in the development of budget and budget narratives for both current projects and future funding opportunities. Additionally, this position will lead human resources and office operations and logistics in country. This is anticipated to be a five-year activity.

Key Responsibilities


Provide overall procurement, financial, operational, safety and security, and compliance support to the project.

Responsible and accountable for subaward monitoring, and management of consortium partners, working closely with the Grants Manager and Deputy Chief of Party.

Review and update Pact finance and accounting policies and procedures as needed, ensuring that they are in compliance with Pact head office/DC office, donor requirements and local regulation.

Develop and maintain Pact office financial management systems ensuring adequate segregation of duties.

Supervise Finance staff and ensure that they properly carry out their responsibilities.

Identify training needs and facilitate trainings as needed to ensure that Pact staff understand and follow finance and accounting policies and procedures.

Provide technical assistance to Pact staff related to the implementation of financial policies and procedures as needed.

Work closely with Programs teams to ensure proper management of program funds.

Work closely with the proposal development team and the New Business Development (NBD) team at Pact's head office in DC to prepare and develop budgets to be submitted to donors for current as well as for new project proposals.

Prepare and submit Funds Transfer Requests to Pact's head office in DC and make sure that cash projections cover expenditures for the following month and to make sure that cash balance amounts reserves not higher than the two weeks threshold.

Oversee aging advances and make sure that staff comply with the established policies and procedures

Oversee payments, petty cash, receipts and journal entries for payment or posting in the ledger. This includes ensuring that all the entries are allocated to the right projects and expense accounts and supported by appropriate source documents.

Oversee monthly payroll for all Pact staff and ensure that staff salary are correctly calculated based on times allocated for each project.

Ensure the fulfillment of all statutory taxes requirement.

Review monthly financial reports for accuracy, consistency and in accordance with the established field financial report submission procedures.

Reconcile Life of Project reports (LOPs) on a monthly basis for all Pact programs as received from Pact's head office in DC.

Ensure all significant financial issues are communicated to the Pact head office in DC's Global Finance Team and that all follow-up is performed as requested.

Manage cost share funds.

Provide support as needed for both the Pact global audit and local office audits & monitoring reviews.

Serve as a liaison to local financial institutions.

Liaise with Country Representative and Pact head office/DC office on all financial matters.

Manage report and support document file retention and ensure that it is well safeguarded.

Basic Requirements


Master's Degree in Business Administration, Finance or Accounting or equivalent.

At least nine (9) years' experience working in international development, preferable USAID-funded projects in finance, procurement, logistics, and related areas.

At least six (6) years' experience in financial compliance and progressive supervisory work experience directly supervising administrative, finance, and/or operations staff.

Demonstrable experience with management and/or administration for USAID projects, including experience managing sub-contracts and subgrants.

Knowledge of U.S. government references including OMB Circulars (e.g. A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR.

Experience managing USAID contracts and/or cooperative agreements.

Knowledge of USAID rules, regulations and policies, particularly financial reporting and compliance requirements.

Ability to travel within Zimbabwe and internationally when health and safety concerns regarding COVID-19 diminish.

Proficiency in relevant computer applications and databases.

Preferred Qualifications


Experience working with Zimbabwean civil society organizations.

Zimbabwean nationals are encouraged to apply.

Membership in a professional body such as ACCA or CIS would be an advantage.

Strong management and communication skills.
