Background

The United States Agency of International Development’s (USAID) Bureau of Humanitarian Assistance (BHA) awarded World Vision and partners a Title II program in Zimbabwe (2013 – 2020) named Enhancing Nutrition, Stepping Up Resiliency and Enterprise (ENSURE). The program was implemented in Manicaland and Masvingo provinces targeting 215,000 participants. It was led by World Vision, working in collaboration with three implementing partners – CARE, Foundation of Netherlands Volunteers (SNV), Southern Alliance for Indigenous Resources (SAFIRE) – and one service provider, the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). The goal of ENSURE was to increase long-term food security among chronically food insecure rural households in 66 wards in six districts, where food insecurity and stunting was higher than the national average. ENSURE’s main activities were: 1) improving nutrition among women of reproductive age and children under five years of age (CU5), 2) increasing the income of vulnerable households, and 3) improving household resilience.


Promoting gender equity in decision-making, access to financial services, and participation in program activities were cross cutting priorities, as were environmental protection and disaster risk reduction.


ENSURE's approach was to address the underlying causes of food insecurity through expanded knowledge, increased capacity, improved means of producing food and income, and access to savings, coupled with building community assets that provide greater resilience to disasters and environmental degradation.


Detailed technical and financial proposal

World Vision Zimbabwe would like to engage the services of a consultant to develop the Legacy Document for the ENSURE Program. The Legacy Document is expected to: Elaborate on key results/impact achieved by ENSURE; Document an analysis of programme theory of change, stages and process of achievement of anticipated results over the years; Document important lessons learnt and best practice; Flag out the project’s key empirical evidence of socio-economic benefits to local communities and project beneficiaries; Document project beneficiary and community voices regarding the efficacy of the various programme interventions; Highlight issues of community ownership and sustainability beyond the life cycle of the project; Answer the question - Post-program, how food secure are the communities that benefitted from ENSURE and what are the prospects for continued resilience?


Working with WV’s RDDE Unit, the consultant is expected to: Review relevant documentation including ENSURE program reports, Monitoring and Evaluation documents, Baseline, MTR, End line Evaluations, among others. Existing Project documents should also be reviewed to gain a deep understanding of the program; Meet with key stakeholders including government, partners and communities, to ensure all key issues have been identified and adequately incorporated; Prepare an inception report in accordance with the terms of the consultancy agreement; Develop a Legacy Document which covers in sufficient detail the following: the models and approaches, key results, lessons learned, innovations and best practices, areas for future funding and investment, adaptive management and Hold discussions with internal and external stakeholders on the Legacy Document to obtain feedback on the clarity, accuracy, and completeness of the document; Finalise draft Document based on stakeholder consultations.


Skills and qualifications

The assignment will require a high level of technical competence on program design, program communication, implementation and adequate demonstrable experience in evaluation and analysis of donor-funded programs. The consultant/consulting team should therefore have an adequate combination of: University degrees in economics, management, agriculture, or related disciplines; Demonstrated cutting across experience in project design, implementation, reporting /communication experience in donor funded projects is required and experience in USAID funded projects will be an added advantage; Prior experience in preparation of Evaluations and/or communication tools for donor supported projects or national programmes is desired; Competencies in local level socio-economic development programming; Appreciation of participatory methods; Effective communication in Shona and English; Ability to meet tight deadlines and to work effectively under pressure.


Duration

The assignment will be undertaken in a maximum 40 non-consecutive working days over a period of 10 weeks starting from June 14, 2021, and ending no later than August 31, 2021.
