Engineer – IN, VAS & Billing Planning x1

Job Description

Job Purpose

The main purpose of the job is to perform the planning, design, development, roll out and optimization of IN/Billing & VAS technologies to ensure adequate network capacity and capabilities that support business requirements, quality of experience (QOE) and services in line with international standards and best practice.

Key Responsibilities

• Develops required IN/Billing & VAS system topologies, designs, architectures, dimensions and location and costing of required technology capabilities.
• Provide inputs for CAPEX budget for new or enhancements for IN/Billing systems resources and functionalities required to support business requirements.
• Determines traffic profiles and converts them to models and Bandwidth based models for capacity planning for user traffic and signaling traffic for the following platforms: (OCS, SMSCs, USSDGW).
• Follows best practice design methodology/frameworks to obtain best techno-economical solutions to support strategic business objectives covering Online Charging, Offline Charging, Intelligent Network and VAS system e.g. SMS, RCS,ASP, USSD.
• Executes the planning and designing of scalable and efficient IN, Billing and VAS system architectures providing accurate Online and Offline Charging of the usage of network resources
• Develops designs for inter-working and interoperability of Charging/billing, VAS and IN systems to other technology domains in line with industry best practices.
• Determines the functionalities, quantity and location of IN, Billing, VAS network elements required to fulfil business requirements using industry standard practices and benchmarks
• Uses tele traffic forecasting techniques and engineering models to dimension hardware and software including licenses required to support services and products and other related functionalities.
• Reviews system performance against the planned design and takes action to resolve any gaps.
• Assesses vendor roadmaps for IN/Billing and VAS systems.
• Assesses technical feasibility on all proposed IN/Billing & VAS projects, products, services and promotions before implementation.
• Enforces Network elements/nodes/sites security is in place & adhered to all the times in liaison with Business Risk.

Qualification, Skills and Experience

• 6 O Levels Including Mathematics, Science and English.
• 2 A Level passes
• Degree in Electronic, Electrical, Telecommunications, Computer Science, Information Systems or equivalent.
• Relevant post graduate or vocational qualification will be an added advantage.
• 2 to 4 years’ experience in telecoms, of which 1 years should be in GSM/mobile field
