About the position

This call for consultancy aims to assess the quality and achievements of the AGBVZ project as its lifespan has ended. The end of project evaluation is expected to generate information/data and make inferences that will provide a basis upon which recommendations will be made to improve the impact of future similar interventions. The end of project evaluation will, therefore, serve for learning and adaptation for Christian Aid and its partners.

The evaluation will assess the project against the ITL evaluation criteria (success criteria for innovation projects) which are: Adoption (Scalability, Replicability, Sustainability), Learning and Evidence (Learning, Adaptation) and Improved solution (Effectiveness, Leverage) as well as Efficiency.

The main purposes of a final evaluation are the following: Accountability - Provide credible and reliable judgements on the project's results and implementation accessible to a range of audience;

Learning - Assess the effectiveness of the project innovative approaches to catalyze processes toward the development of gender equality commitments within faith institutions;

Improved evidence-based decision making - Identify lessons learned from the experience of partners in order to influence policy and practices for improved gender equality.

Qualifications

A Masters or higher level degree in Social Sciences, Gender Studies or Law;

A minimum of 5 years’ relevant experience undertaking Christian Aid evaluations is required;

this must include expertise in undertaking gender-sensitive based evaluations;

Sound experience understanding of the faith sector, gender-based violence programming, human rights, conflict and violence, and gender and power in development programming;

Substantive experience in evaluating similar development projects related to local development and political and economic empowerment of women is required; Substantive experience in evaluating projects with a strong gender focus is preferred; Language Requirements - proficiency in local languages (Shona); Excellent English writing and communication skills are required.

The Proposal

Individual consultants or teams are required to submit a proposal of maximum 8 pages, including: Brief summary of the proposed methodology for the evaluation, including the involvement of the different stakeholders at each step;

CV of the consultant (3 pages top) - summary of consultant experience and background; List of the most relevant previous consulting projects - including a short description; 3 contact details for references;

Team structure, roles and responsibilities and time allocation if applicable;

Budget including all costs (Enumerators salaries and Per Diem, time worked, any travel required, admin costs for the training, etc.)
