Introduction and Background

A local organisation is looking for a qualified consultant to provide technical assistance in conducting an end of project evaluation for a project which sought to increase access and uptake of SRHR services and products by women and girls with disabilities. The organisation seeks to empower women in their diversities economically, politically and socially through amplifying their voices in all local and national processes by creating platforms for engagement, advocacy and capacity building. The organisation focuses on creating platforms and community centred interventions which support women to access comprehensive SRH services, products, counter gender-based violence and overcome discrimination by providing counselling as well as legal aid, and promoting democracy and good governance. The organisation is implementing a one year project which started in July 2020 and ends in July 2021. The project is aimed at increasing access and uptake of SRHR services and products for women and girls with disabilities. Through this project, the organisation has been engaging SRHR service providers, CSOs and women and girls with disabilities (WWDs) in marginalised communities. It is therefore within this context that the organisation is seeking the services of a suitably qualified consultant to conduct an end of project evaluation.


Objectives of the assignment

The main objective of the end of project evaluation is to conduct an end of project evaluation. The results of the project will further help to improve the design of related projects in the future. The evaluation will also determine the relevance, efficiency, effectiveness, impact and sustainability of the project.


Specific Objectives

The specific objective of the evaluation is to assess the relevance of the project; To conduct an appraisal of whether or not the project achieved its key outcomes and objectives set out in the project proposal; To review the extent to which the program has used resources to achieve its outcomes in terms of cost effectiveness and value for money; To undertake a systematic analysis of changes in terms of access and uptake of SRHR services attributable to the project.


Methodology

The consultant is expected to adopt a mixed method approach in conducting the evaluation. The methodology used should be a combination of participatory qualitative and quantitative data collection techniques to allow a comprehensive examination of all aspects of the project. The consultant will also be expected to review primary and secondary data to inform the assessment of the evaluation objectives.


Expected Deliverables

The consultant shall be expected to produce the following: First Draft Evaluation Report to be presented to project staff and coordinator; Oral presentation of the evaluation findings to the project staff and coordinator; Final Evaluation Report ready for dissemination to the partners, stakeholders and beneficiaries.


Uses of the Evaluation Report

The primary users of the final report produced will be the organisation and its partners. The organisation will also share the evaluation report with the project beneficiaries, including the observed impact as well as the identified areas for improvement, scaling up and strengthening in future projects and interventions.


Expected Time Frames

The assignment is expected to take a maximum of 10 working days.


Technical Requirements for bidders

An advanced degree in Social Sciences, Monitoring and Evaluation or a related discipline. The consultant(s) should demonstrate ability to use participatory research techniques and understanding of quantitative and qualitative methods; Minimum of at least 8 years’ of proven experience is carrying out similar evaluations; Proven experience in working with women with disabilities especially in areas of advancing their access to SRHR services; In-depth knowledge of behaviour change issues and challenges, as well as deeper appreciation of disability and women’s rights; Experience of project evaluation (sample work to be provided with the Expression of Interest stating clearly what the role of the consultant was in that process; Must be committed to respecting deadlines and deliverables; Fluency in English and Shona is a must.


Evaluation of the Expression of Interests

Technical part of the proposal will be evaluated first. Technical proposal will carry 70% weightage; Financial part of proposal will carry 30% weightage; After the technical, financial evaluation all the points will be aggregated to finalize the hiring process of the individual/group/firm/organization; The organisation’s evaluation committee reserves the right to reject all or any proposal without assigning any reason.
