Background

Masakhaneni Projects Trust is a national -non government organization operating in Matabeleland region. The organization was formed in 2008 and registered as a Trust in 2009 with the aim of promoting sustainable peace, reconciliation and justice in post conflict situations. The organization is in the process of conducting an end of project evaluation for its 3 – year’s project titled “Matabeleland Women and Youth Empowerment Project”. The project is being implemented in four wards (3, 9, 10 and 20) in Umzingwane District. The evaluation is aimed at assessing the impact of the project to the targeted citizens. The evaluation will also detail success stories and challenges to be considered in future programming.


Purpose

The goal of the assignment is to evaluate the impact of Matabeleland Women and Youth Empowerment Project in four wards of Umzingwane District in Matabeleland South Province. The evaluation will provide important information for decision making purposes. More specifically the purpose of the evaluation is to: Assess the relevance and design of the project; Determine the effectiveness of the implemented activities and assess strengths and weaknesses in programme design and implementation; Review outputs and outcomes of the project; Assess the efficiency of the project implementation strategy and processes, focusing on the allocation and utilization of available resources for the project; Assess project impact; Assess the sustainability of the project and its interventions; Document findings, suggestions and recommendations for good practices identified and strategic lessons learned.


Scope of work

Masakhaneni Projects Trust requires contributions from an external consultant to conduct the evaluation. The facilitation process will take into account the following aspects: Participatory approaches; A gender lens approach; Demonstrate the impact of the project to the targeted communities.

The proposed methodology should be an integral part of the expression of interest and contain the following as a minimum requirement: Consultant’s understanding on social accountability, women and youth programing; Employ various facilitation approaches in order to get more valuable information from the relevant stakeholders; Conduct a desk review.


Roles and responsibilities of the consultant

Ensure that the evaluation is done as elaborated in the ToRs; Review relevant documents; Seek clarifications to ensure a full understanding of the processes and Masakhaneni’s expectations; Conduct field work and give feedback on progress made in the evaluation process; Ensure confidentiality on any information collected about Masakhaneni Projects Trust and this evaluation assignment; To guarantee availability throughout the duration of the assignment; To ensure strict adherence to timely and quality delivery of the desired outcomes and deliverables.


Roles and responsibilities of Masakhaneni

Preparation of the contract - ensuring timely signing by both parties and paying the consultant as per the agreed terms and deliverables; Timely provision of necessary documents for review and contact details for those to be consulted; Providing logistical arrangements for the field work and validation meeting; Reviewing of inception report, draft and final report and provision of feedback to the consultant.


Expected deliverables

Briefing meeting to agree on the whole evaluation exercise – scope, timelines, clarify open questions; agree on the logistics of the evaluation as well as on data collection tools; Submission of detailed inception report and to contain information on - the selection of key informants, focus group discussion participants, and the draft questionnaires and interview guides to be used during field visits, the proposed sample sizes, the (refined) methodology to be applied and the evaluation; Reports - Draft evaluation report and Final Report after effecting comments.


Qualifications and competencies of the consultant

The evaluation will be conducted by an experienced qualified consultant who should possess qualifications, skills and experience as follows: A Master’s Degree in a relevant field, e.g. Social Sciences, Development Studies or any other relevant discipline; Demonstrated experience of at least 5 years in monitoring and evaluation, evaluation design, implementation and data analysis and evaluation report writing; A track record in conducting evaluation consultancy assignments; Demonstrated knowledge and experience in evaluating/assessing governance, gender and women empowerment projects/programs; Excellent analytical and report writing skills and communication skills in English and locally spoken languages; Experience in the use of participatory research methods; Proven experience in NGO work.
