Zimbabwe Health Interventions is a not for profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions.

Basic Function

Reporting to the Project Manager-Southern Region, the District Project Coordinator (DPC) will be responsible for coordination and management of the DREAMS Program’s school and community-based interventions as well as the delivery of need-based service to vulnerable girls and young women. S/he is responsible for ensuring that the program activities are implemented as per donor and organization standards and frameworks.

The DPC will coordinate the DREAMS and OVC components of the program, building synergies and promoting seamless implementation. The DPC is the primary technical support to district teams and supports the multi-disciplinary team to implement with fidelity; ensuring deliverable meets technical standards, approved budgets and meets set timelines. The DPC is responsible for simplifying technical guidance and translates it to formats that can be easily used at implementation level. S/he liaises with Collaborative Learning and Adaptation Team to identify, document, package and disseminate program innovations, lessons, outcomes and impact. Collaborates with SIE Team to gather, analyze and use data to make performance improvement and other decisions. The DPC fosters productive and professional relationships with other DREAMS, OVC, USG partners in the assigned district.

The DPC will also assist Program Officers with internal and external communications to ensure the running of a cohesive program and provide regular updates on technical issues. The DPC is responsible for sub-award management, monitoring, mentoring and supporting sub-partners to implement with fidelity. The DPC is responsible for drafting documents that contribute towards processing sub-partner payments. S/he represents the organizations at strategic platforms and builds visibility of the organization and its work.

Job Description

The District Project Coordinator (DPC) is expected to: Develop district specific annual work plans, implement the plans and support the drafting of the performance monitoring plan of the key performance indicators; Lead, guide, mentor and support district teams to deliver the program within the technical scope, budget and timeframes; Supervise and build capacity of district teams to deliver the program with fidelity.

Collaborate with Finance and Operations Team, the technical team to manage the sub-awards in assigned district as per organizational policy; Produce period high quality reports and as may be requested by the donor and the program; Review expense reports, cash requests, liaise with finance staff to correct any errors identified, informing finance staff of necessary changes to be made; Establish productive and professional relationships with different staff members, sub-partners, government departments, consortium partners and other USAID and USG partners to obtain high quality outputs and an impactful program; Develop capacity building protocols and materials and deliver trainings to districts staff, stakeholders, beneficiaries and program cadres; Work with Program leadership to ensure responsible management of project activities and contribute to award performance; Facilitate partner and stakeholder communications; Ensure organizational and program branding, signage, as well as relevant administrative procedures; Respond to inquiries and screen, direct, and follow through on all program enquiries as appropriate; Assist the Program Manager in the preparation and tracking of program performance; Monitor the development of grants and assist in the formulation from the point of initial, draft submission to final approval by the sub-awards; Follow up with grantees to send reports due in a timely-manner and ensure reports are approved as necessary; Review sub- grantee achievements against targets and work with relevant Program Officer and sub-grantee to the reports in case of any consistencies, Track grantee no-cost extension and modifications and collaborate with relevant colleagues as needed.

Reviews Indicator Performance Tracking Tables (IPTTs) and use the data to prepare reports as requested, Assist the Country team in preparation of reports, board reports, and donor reports including annual and quarterly reports; Assist in capturing programmatic progress, successes, case studies, tweets, and other communications requirements through photographs, videos and articles,

Qualifications and requirements

A Master’s degree in Social Science, Social Work, Public Health, Development Management will be an added advantage; A minimum of 5 years’ experience in a similar role; Computer proficiency and familiarity with a range of software applications including word processing, spreadsheets and databases; Fluency in English and Ndebele languages is essential; Good working knowledge of HIV prevention for priority populations including adolescents and youth; HTS; positive dignity, health and prevention, social and behavior change communications, community development, gender and/or gender-based violence; Experience managing complex initiatives with proven ability to develop high impact partnerships; Experience in working with similar organizations or institutions will be an added advantage.
