Zimbabwe Health Interventions (ZHI) is a not for profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions.

Basic Function

Reporting to the District Program Coordinator (DPC), the District AGYW Prevention Services Officer (DAPSO) is primarily responsible for the planning, implementation, monitoring, evaluation and reporting of the DREAMS school and community-based Program at district level. S/he is expected to plan the seamless implementation program components ie DREAMS, OVC, Economic Strengthening, GBV response and deliberately creating synergies and linkages with both community and school-based interventions. The DAPSO works closely with the Services and Linkage Facilitators to timely refer and link beneficiaries to access need-based services. The DAPSO supports the PPC to plan and execute activities with fidelity as per technical guidance provided. The DAPSO is responsible for ensuring curricula fidelity by training, mentoring, supervising and supporting teachers, club facilitators, supervisors, mentors and DREAMS Ambassadors on the DREAMS curricula including IMpower. The DAPSO is responsible for contributing to development of criteria for selecting schools and school communities to be prioritized in a district. The DAPSO is responsible for supporting the PPC to monitor, mentor and support the program sub-partners. The District AGYW Prevention Services Officer works directly with the PPC to develop and monitor project scopes of work, budgets, and timelines S/he is responsible for ensuring that organizational sub-award management frameworks are applied and adhered to. S/he generates activity and periodic reports. She is responsible for identifying innovations, impact and liaise with the PPC to facilitate documentation through the Communications Officer.

Job Description

Assist in developing and monitoring annual work plans and budgets, as well as associated deliverables and results/outputs; Develops, executes and reviews the District-specific implementation plan; Implements the DREAMS School and community Program activities in assigned district, scheduling activities, executes and monitors to make sure planned activities and targets are achieved on time and with fidelity; Supervise, support and mentor staff; Liaises with SIE Team to analyze and interpret data for use in improving programming; Reviews weekly performance dashboards to inform related decisions; Generates and shares quality periodic reports and updates as requested by management.

Develops training protocols and materials and deliver high quality training, mentoring sessions in accordance with program guidelines and protocols; Assesses and identifies staff program cadre capacity gaps and design interventions accordingly; Collaborate with NAC, MoHCC and Ministry of Primary and Secondary Education and other strategic government departments to plan, schedule and document regular mentoring, support and supervisions visits; Draft, execute and monitor school and community program improvement plans, as necessary; Prepare, coordinate reviews, edit, project-related reports and documents, including subcontract scopes of work, progress updates, curricula, and other documents and reports; Contribute towards preparation of project contract documents (subcontracts, sub-agreements, and Memoranda of Understanding) as requested.

Manages partner relations by supporting the partners, responding to their enquiries/queries and ensuring that there is effective communication regarding Project activities; Review expense reports, cash requests, liaise finance staff to correct any errors identified, informing finance staff of necessary changes to be made; Contributes towards the development of Project IEC materials and messages, as appropriate.

Qualifications and experience

A Degree in Social Science/ Work, Development Studies or any related qualification; Certified WHO L.I.V.E.S training an added advantage; A minimum of 2 years’ experience in a related position; Previous experience in a USAID supported program an added advantage; Computer proficiency and familiarity with a range of software applications including word processing, spreadsheets and databases; Fluency in English, Ndebele and Shona languages is essential; Good working knowledge of HIV prevention for priority populations including adolescents and youth; HTS; positive dignity, health and prevention, social and behavior change communications, community development, gender and/or gender based violence; Experience in working with similar organizations or institutions will be an added advantage.
