Background

Acknowledging, and in a bid to realise the Global Partnership for Education (GPE) focus on collaborative learning through Education Out Loud (EOL) components, there is need to emphasize on learning and collaborative networks taking into consideration the constantly changing environment that requires actors to be elastic, flexible and adaptive to changing circumstances within the operating environment. Zimbabwe Network of Early Childhood Development Actors (ZINECDA) in partnership with Lesotho National ECD Coalition of Lesotho (NECDOL), and the Malawi ECD Coalition are implementing a transnational project on strengthening the capacity of ECD coalitions for improved ECDE legislation, policies and measures in Southern Africa (TRANAC). TRANAC is part of the education wide development in the Horn, East and Southern Africa (HESA) which incorporates the operational components (OC) 1, 2 and 3 grantees and partners funded by GPE through Oxfam IBIS as the Grant Agent.


The ZINECDA Alliance in collaboration with Oxfam IBIS Regional Management Unit in Uganda is seeking the services of a Consultant / Service Provider to design an online Knowledge and Learning Hub that will act as a knowledge broker among EOL grantees and the wider public for knowledge storage, and sharing information, innovations and best practices. The hub will also foster the exchange of demand-driven regional knowledge and build capacity of members to identify, use, share, and mobilize evidence. It will also provide a rich platform from which policy advocates, researchers, individuals and organisations looking to “borrow” educational practices and policies that they can use at home, can draw from scientifically proven best practices and strategies.


Overall Purpose of the Knowledge and Learning Hub

The knowledge hub aims to establish and strengthen an online platform for research, knowledge generation and sharing, learning, innovation and resource mobilization for policy advocacy among education actors in the HESA region. The education sector suffers from information overload, and faces challenges in terms of both volume and access to different kinds of documents. The knowledge hub seeks to bridge this gap.
