Deputy Director Research and Development
The Zimbabwe Electoral Commission (ZEC) is an Independent Electoral Management Body established in terms of Section 238 of the Constitution of Zimbabwe. Its major function is to manage and conduct elections to the offices of President, Parliament and Local Authorities, and Referendums, and all related electoral processes in accordance with the laws of Zimbabwe and international best practice.
The Commission wishes to recruit professionals of high integrity with good communication and decision-making skills, and sound knowledge of electoral democracy to fill the vacancy of Deputy Director Research and Development that has arisen in the institution.
REPORTS TO : Director Research and Development
STATION : Head Office
GRADE : 4
MAIN PURPOSE OF THE JOB
- Facilitating the preparation of the Commission’s Strategic Plan and annual work plans.
- Facilitating Strategic Planning and Strategic Plan review sessions
- Monitoring and evaluating the implementation of the Commission’s Strategic Plan.
- Conducting research on electoral matters to inform policy formulation
- Designing and executing an appropriate program monitoring and evaluation systems.
- Formulating, executing and managing all research activities in the Commission.
- Guiding the formulation, implementation and evaluation of gender mainstreaming and inclusivity policies, strategies and programmes in the Commission.
- Facilitating capacity development programmes to enhance members of the ZEC Secretariat’s understanding of gender mainstreaming and inclusivity.
- Establishing and maintaining electoral knowledge centres, museums, archives, and libraries.
- Identifying and preserving items of electoral historical value for study, research and public appreciation.
- Facilitating research work by internal and external researchers.
- Providing any other support as may be required and expected by the Commission.
PERSON SPECIFICATIONS
- A Master’s degree in Strategic Management, Sociology, Psychology, Political Science, Administration, Gender Studies, Monitoring and Evaluation, or equivalent.
- A high understanding of research protocols, monitoring and evaluation, and project management.
- Knowledge of computer applications and packages such as SPSS, SQL, Excel.
- 5 years’ experience at managerial level a pre-requisite
- Information Technology proficiency.
