ORGANIZATIONAL CONTEXT

The adoption of the Country Strategic Plans and the expectation that CSP Activities are monitored and evaluated by WFP has contributed to a considerable increase of its work plan as new activities such as the urban response intervention have been rolled out.

Given the increase of Monitoring and Evaluation portfolio, WFP is currently looking for a data analyst to support data management and analysis.

JOB PURPOSE

Under the guidance and supervision of the Head of M&E, the position will formulate and implement advanced statistical analysis to identify spatial patterns of food and nutrition (in)security to measure monthly progress against the benchmarks set during the baseline and demonstrate results.

The Data Analyst is expected to work with a high level of independence. He/she will be assigned to report directly to the Head of Monitoring and Evaluation.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Data management: This includes an assessment of relevant datasets to be used for the activity in question; proactive effective and efficient data collection (qualitative and quantitative) from relevant sources, including WFP corporate data systems, systematic management of data sources, assessment of reliability of data, analysis of data sets to ensure coherence of data, data analysis and visualization.
  • Knowledge management: This includes set up and maintenance of a monitoring and evaluation library and populating it in a timely and accessible manner with all relevant documents in Teamwork Space and timely update of the Unit's Information System.
  • Support to monitoring and evaluation's deliverables: This includes contribution to the Concept Note and/or TOR preparation, building of comments matrices, tracking the implementation of recommendations, commenting on draft monitoring, assessment and evaluation reports prepared by team members and assessment of the quality and use of data coming from CO systems.
  • Support to management of monitoring and evaluation processes: This includes tracking of the monitoring and evaluation process, identification of and liaison with country office and field office staff and stakeholders (meetings invitation, findings briefings, support workshops arrangements, the preparation of briefs, PPTs videos and/or seminars, etc.).

5. Data analytics: This includes input based on knowledge of internal and external data sources and on understanding of monitoring and evaluation processes and content for the development of a toolkit to allow for high quality data analytics for evaluation. This also includes playing a role in the continuous improvement process by building strong expertise in at least one specific topic (e.g. beneficiary data, resilience topics, etc.) and tools (e.g. Excel, Tableau etc.); keep up to date with any changes and innovations in processes, share knowledge with members of team and work under the supervision of the Head of the Monitoring and Evaluation to reflect this knowledge in the internal M&E processes and tools.

Contribute to effective functioning of the Monitoring and Evaluation Unit: Contribute to effective team and country office performance, Participation in planning and coordination meetings/retreats; and learning events; Support provision to monitoring and evaluation events; Support for data processing, data quality assurance and data visualization for any possible need beyond the aforementioned support to assigned evaluations; Support for the undertaking of any other activity relevant for the development or continuation of the monitoring and evaluation function.

Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Advanced University Degree in Data Management, Statistics, Mathematics, Communications, Information Management, Monitoring & Evaluations and other relevant discipline, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least 3 years of relevant progressive work experience in information management, information systems, data management, GIS mapping, data visualization, monitoring and evaluation or project management.

Knowledge & Skills: Proven experience working in a busy analytical environment and handling complex analysis. Strong written and oral communication skills, including substantive report writing skills. Experience working with teams and team processes. Ability to work in multi-cultural and multi-ethic environments. The candidate must demonstrate strong data analysis skills.

Language: Fluency (level C) in English language and the duty station's language.
