  • Purpose of Consultancy

The objective of this consultancy is to support an evaluation of the WHO Zimbabwe Country Cooperation Strategy 2016-2020. The focus of the evaluation is to measure targets identified in the WHO Zimbabwe Country Cooperation Strategy 2016-2020were achieved. The consultant will work closely with WHO colleagues from all levels of the organization and during all stages of the evaluation-planning, protocol preparation, data collection, data analysis, finalization of the report and dissemination. This evaluation will inform the development of a new WHO Zimbabwe Cooperation Strategy

  • Background

The Country Cooperation Strategy (CCS) is WHO’s strategic framework to guide the organization’s work in and with a country. It responds to the country’s National Health and Development Agenda and identifies a set of agreed joint priorities for WHO collaboration, covering those areas where the Organization has a comparative advantage in order to assure public health impact.


The most recent WHO Zimbabwe CCS covered the period 2016 – 2020. In late 2020, the Government of Zimbabwe has developed a National Development Strategy, 2021-2025. A national health Strategy aligned to the National Development Strategy is in the final stages of Development. The United Nations System in Zimbabwe is in the process of finalizing the United Nations Sustainable Development Cooperation Framework 2022-2026.


The Objectives Of This Evaluation Are


WHO Zimbabwe has initiated the process of developing a new CCS that will be aligned to Zimbabwe’s National Development Strategy 2021-2025, National Health Strategy 2021-2025 and the United Nations Sustainable Development Cooperation Framework 2022-2026 The first stage in the development of the new WHO Zimbabwe CCS is the evaluation of the just concluded 2016-2020 CCS.

  • To review the progress, process, outputs and outcomes of CCS 2016 – 2020 priorities;
  • To examine the alignment of CCS 2016 – 2020 priorities with those in the Government’s health agenda;
  • To determine the impact of WHO’s work in the CCS 2016 – 2020 on the country’s health outcomes;
  • To analyze the harmonization of WHO’s work with other UN agencies through UNSDCF; and
  • To identify lessons learnt in planning and implementing the 2016 – 2020 that should be considered in developing the new CCS. The CCS evaluation will be carried out with support from an external consultant.
  • Scope of work and methods

3.1 Develop the protocol and tools to evaluate the 2016 – 2020 CCS.


The consultant will work closely with WHO CCS Task Team and develop the evaluation protocol and tools as per WHO CCS Global Guide 2020. The protocol and tools should ensure inclusive and participatory process, using a mixed method approach through (i) desktop review, (ii) analysis of secondary data, (iii) qualitative key informant and stakeholder interviews that are active and present in health sector in the country, (iv) focus group discussions, and (v) triangulation of findings.


3.2 Evaluate the 2016 – 2020 CCS as per the protocol and tools


3.3 Prepare the evaluation report


3.4 Develop relevant evaluation brief.


3.5 Serve as resource person during the meeting with national authorities, partners and stakeholders.


3.6 Prepare a technical report that provides the details of the methodology, tools used, key activities, stakeholders who participated in the evaluation, key findings and recommendations, and challenges and lessons learned in evaluating the CCS.

The consultant will be under the technical supervision of the WHO Representative

  • Functional Knowledge and Skills
  • Demonstrated expertise in planning, monitoring and evaluation
  • Excellent skills in qualitative and quantitative data analysis, communication, facilitation, dialogue, coordination, teamwork, writing and reporting
  • Strong understanding of National Development Plan, National Health Strategy Plan, UN Sustainable Development Cooperation Framework (erstwhile UNDAF) and WHO Country Cooperation Strategy;
  • Educational Qualifications
  • Doctor of Medicine or
  • Advanced degree in Public Health or other or health-related sciences or
  • Advanced degree in Monitoring and Evaluation
  • Experience
  • At least 10 years of experience in health program management
  • At least 5 years of experience in monitoring and evaluating National policies, strategies, national health development plans and health programmes
  • Experience in monitoring and evaluating WHO programmes and/or other UN agencies work at country level
  • Experience in evaluating and developing CCS will be an advantage
  • Fluency in spoken and written English
  • Excellent computer skills (Word, Excel, PowerPoint, database...)
  • Place of Assignment: Harare, Zimbabwe
