About

The Government of Zimbabwe has received funding for the Zimbabwe Health Sector Development Support Project from the Global Financing Facility through the World Bank administered Health Sector Development Support Project Additional Financing V. The objective of the project is to improve coverage and quality of an integrated package of Reproductive, Maternal, Newborn, Child and Adolescent Health Plus Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. CORDAID is the Project Implementing Entity.

The project will expand the Result Based Financing (RBF) package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the Rural RBF programme, the project will support central hospitals and provincial hospitals through quality focused RBF, pilot extended supply side of community RBF through community based health workers, scale up the pilot urban RBF to additional the remaining facilities in the two urban cities i.e. Harare and Bulawayo and provide TA in assessing the feasibility of introducing health equity cards given fiscal context and available resources. The project will also support the Government’s COVID-19 emergency response and further strengthen institutional capacity through implementation of selected health financing reforms.


Position Summary

The Community RBF Health Specialist will be responsible to promote and support the RBF approach, its main features, objectives and (would-be) results for Expanded Supply Side Community RBF.


Job description

Manage the planning and execution of key Expanded Supply Side Community RBF functions including (contracting, verification, payment, and reporting); Design and update the Expanded Supply Side Community RBF implementation tools; Prepare progress reports and suggest options and suggestions for improvements of the Expanded Supply Side Community Project; Develop training materials for Expanded Supply Side Community RBF at community and district level, attend to capacity development needs at various levels and facilitate adaptive Learning; Provide support on technical and policy issues and participate in strategic planning and policy dialogue in the area of improving Expanded Supply Side Community RBF in line with the MoHCC Community Health Service Strategy and Package; Maintain a robust monitoring system in cooperation with the Data Analyst and Database Manager; Work with PRBFOs and support them as required to ensure smooth implementation of the Expanded Supply Side of Community RBF; Support MOHCC to review lessons learnt from the pilot districts; Contribute to specific technical assistance missions supported by World Bank/GFF/MOHCC/Global Fund/other relevant funders related to RBF; Contribute to preparation of monthly, quarterly project status briefs and dissemination of project performance results (including subsidy utilization); Work with the Communications Specialist, to ensure quality documentation of project progress capturing lessons learnt and most significant stories of change; Work with the operation research analyst to support the operation research on Expanded Supply Side of Community RBF and its documentation; Perform any other duties as and when assigned by the RBF Health Specialist.


Qualifications

First degree in Nursing or Health Promotion. Post graduate University degree with a specialization in Public Health, Epidemiology or Social Health Sciences would be an added advantage; Experience of at least five years in the field of public health with special focus on WASH, RMNCAH-N, Gender Mainstreaming and SGBV; Well versed with the village health program; At least 3-5 years’ experience working in Results Based Financing Programme; Experienced at working in a multicultural, multi- national diverse environment; Experience in developing participatory strategies and tools for community projects; Good organizing skills, discreet, honest, trustworthy (trusted), proactive, methodical, diplomatic, task-oriented and team player; Experience in the assessment, design and implementation of institution and capacity development activities with diverse communities; Experience in representation, advocacy and working in establishing and maintaining good relations with key stakeholders including international (donor) organizations, MoHCC and other Government departments; Experience in health data analysis, monitoring and evaluation skills and preparing reports; Excellent oral and written English.
