Position Summary


Under the guidance of the Procurement & Logistics Manager, the Procurement & Logistics Officer will be responsible for overseeing procurement planning, contracting, customs clearance, warehousing, fleet management, managing and monitoring of supplies and services in compliance with OPHID policies, donor rules and regulations and other applicable guidelines.


Responsibilities


Support and coordinate the development of user departments procurement plans and lead the process of executing the plans to ensure that goods and services are procured timeously.

Review procurement packages for compliance with the provisions of the OPHID Procurement Policies and Procedures Manual for approval by the Procurement & Logistics Manager

Ensures that OPHID works with competent and reliable suppliers, through putting in place and overseeing standard operating procedures for performing debarment checks, evaluating potential suppliers before entering into contracts.

Foster and manage relationships with vendors and service providers to ensure compliance with the terms of their contracts and service agreements

Supervise the receiving, marking and branding of all procured/ acquired assets in tandem with donor guidelines.

Oversee physical asset verifications and produce reports of the same.

Ensure that all business operations have adequate supplies and materials to attain their objectives.

Support the timely and complete submission of routine reports, all data requests and responses to donor requests for performance, and success stories.

Preparation of tender documents

Resolution to procurement queries with both internal and external stakeholders

Person Specification:


Degree in Supply Chain Management, Logistics or Business Administration.

Relevant professional qualification such as full CIPS is an added advantage.

A relevant masters’ degree is an added advantage.

At least 3 years working experience as a procurement and logistics officer.

Knowledge of USAID rules and regulations will be an added advantage.

Good interpersonal skills.

A self starter able to work with little supervision.

Excellent computer skills

Fluency in spoken and written English

A good team player
