About the organization

The United Nations High Commissioner for Refugees (UNHCR) is primarily mandated to provide international protection and humanitarian assistance, and to seek permanent solutions for persons within its core mandate responsibilities.

About the position the Consultancy

The UNHCR Representation office in Zimbabwe in collaboration with the Government of Zimbabwe (GoZ) and partners are currently providing protection services to Persons of Concern (PoCs) in Tongogara Refugee Camp. The PoCs have been getting support in the form of cash, food and other non-food items as a means of social protection to enhance their lives and protect livelihoods. Although there is provision of formal social protection to PoCs, there are a number of other informal, traditional cultural and religious social safety nets in the camp and the host community that have remained undocumented and untapped. To this end UNHCR seeks the services of a consultant to map, identify and recommend camp based social safety nets from which PoCs can benefit and are currently benefiting.

Qualifications


The consultant would need to have a mix of at least 6 years of local and/or international social protection, child protection and working with vulnerable populations programming experience, with a wider knowledge of different types of social protection interventions and a focused expertise on key technical components of social safety nets and community services. The consultant should be well versed with case management, complaints redress mechanisms, operational monitoring and reporting systems which are ideal for internationally protected persons. The consultant should also have experience and knowledge in working in multi-cultural teams and be able to work with key Government Departments. Experience in service mapping and designing of social protection programs is an added advantage. In terms of qualifications, the consultant should at least have a master’s degree in social sciences, economics, project management, public administration, business administration or any other relevant field to the consultancy work.


Interested and suitable candidates should submit a technical proposal detailing how they are going to approach the assignment showing the methodology, time frame and work plan. A separate single pager to be submitted also giving the financial proposal to undertake the assignment.
