ORGANIZATIONAL CONTEXT


This job is found at the Country Office in Harare. The job holder reports to the Budget & Programming Officer. Under general supervision, the


Budget and Programming Assistant will take ownership for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices. The job holder demonstrates responsibility and initiative to respond independently to sophisticated queries with only general mentorship. There is a requirement to use judgment in dealing with unforeseen problems daily. Job holders support management of financial resources and may provide guidance to other staff


JOB PURPOSE


To provide technical support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.


KEY ACCOUNTABILITIES (not all-inclusive)


Monitor unassigned funds and unspent balances and ensure they are programmed before the Terminal Obligation (TOD) and Terminal Disbursement dates expire.

Monitor the use of resources assigned to projects and advise fund managers of potential surplus/deficit;

Participate in the cash and voucher working group

Oversee commodity/cash requirements and availability (pipeline) and alert management of any anticipated shortfall; Liaise with Procurement, Suppliers (if applicable), Regional Bureau Logistics on commodity specification and bag marking, downstream allocations, delivery period and food quality management to avert pipeline break;


Tags commodities financial resources logistics performance management procurement quality management supply chain word processing

Discuss, propose, arrange commodity loans between projects and /or countries, to mitigate pipeline breaks;

In collaboration with the Programme Unit, prepare and effect procurement plans based on requirements, contributions and pipeline. Liaise with programme and ensure timely programming of confirmed contributions as per pipeline needs taking into consideration donors restrictions;

Track progress of procurement plans, coordinate with GCMF team, Supply Chain, Customs Clearance Unit, RBJ / HQ. Prepare arrivals component of the pipeline report.

Monitor GCMF purchases and prepare IPFs for commodities not on GCMF.

Prepare commodity mix and cost sheet computations for contributions.

Prepare import parity forms (IPFs ) APs; Follow up AP and IPF programming.

Any other tasks as assigned by supervisor.

Closely monitors projects and programmes to confirm regulatory compliance and ensure data integrity.


Performance Budgeting, Analysis & Reporting


Analyzes budgets and forecasts to support the development of recommendations for senior leadership on financial and business planning matters in accordance with Value for Money principles.


Resource Management


Monitors trends in resource usage to anticipate and raise potential issues to programme leaders. Displays sufficient understanding of WFP performance management system to capture relevant and accurate information from internal and external sources for inputs to monitoring and/or evaluation processes.


Supply Chain and Operations Knowledge


Displays basic knowledge and understanding of programme, implementation, and supply chain.


Team Work and initiative


Suggests opportunities for working and collaborating with other units to the supervisor.


Finds opportunities to collaborate with colleagues and partners in the country office and in the field to achieve common goals.



Develops an understanding of the value of WFP's teams and external partners in fulfilling team's goals and objectives.



Aligns own activities with supervisor's priorities to meet internal and external partner needs.

STANDARD MINIMUM QUALIFICATIONS


Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Having a degree in Computer Studies, Business, Sciences, Economics, Agriculture, Agriculture and Resource Management or Development Studies is a distinct advantage.


Experience: At least four years of progressively responsible work experience including at least two years in a relevant field.


Knowledge: Training and vast experience utilizing computers, including word processing, spreadsheet and other standard software packages and systems, specifically strong Excel and database knowledge and experience.


Language: Fluency in both oral and written communication in English and in the local languages.

Proven ability to support the preparation and management of budgets.


Has participated with the monitoring of budgets/resource plans/pipelines/supply chains.


Has assisted with budget/allotment related issues within the WFP budget system.


Has experience with the preparation of complex financial documents.


Has experience is business systems and business process


Contributed to the performance of budget analyses.


Has supported the data analyses.


Has contributed to collection of pipeline / supply chain data.


Strong acumen for accuracy and detail.
