REVENUE SUPERVISORS, CUSTOMS AND EXCISE – LEVEL 9 (4 Posts) Key Responsibilities

 Put in place a National Strategy for gathering surveillance and Intelligence Information on smuggling activities through designated and undesignated crossing points.

 Formulate plans for Border Control Reaction activities on the basis of intelligence information received or gathered.

 Supervising the operations of the surveillance drones to detect or deter smuggling activities through the undesignated and designated entry points.

 Detect, intercept and prevent smuggling activities at designated points of entry and undesignated crossing points along the border line using intelligence information received or gathered.

 Identifying the major goods smuggled, persons involved and means of transport used in smuggling activities as well as other smuggling trends.

 Develop a program for staff development and training and ensure that staff conduct themselves in a professional manner at all times and comply with ZIMRA code of conduct.

 Liaising and engaging with other law enforcement agents to build harmonious working relationships on matters relating to compliance and enforcement.

Develop programmes for recording and monitoring of surveillance and reconnaissance activities.

 Conduct research on customs best practices and make recommendations as appropriate.

 Conduct other duties as may be assigned by the Manager Border Surveillance, Customs and Excise Division.



Job Skills and Competencies

Qualifications and Experience


 Degree in Accounting/ Economics/ Commerce/ Business studies/ Fiscal Studies/ Business management/ Full CIS or equivalent.

 An MBA/ MBL/ MSc or equivalent is an added advantage.

 Expert knowledge of Customs and Excise Legislation and Procedures and ASYCUDA world.

 At least (5) years’ experience in Customs & Excise environment.


DRONE REMOTE PILOT, CUSTOMS AND EXCISE – LEVEL 10 (4 Posts)

Key Responsibilities

 Overseeing the ground and flight operations for the Drone Surveillance system.

 Remote-pilot a drone, following a specific flight plan or obtaining useful footage.

 Develop appropriate strategies and plans for gathering information on smuggling activities taking place through designated and undesignated crossing points.

 Gather intelligence information and build risk profiles of persons and companies involved in the smuggling of goods to reduce revenue leakages at ports of entry and illegal crossing points.

 Ensure that drones and related equipment are serviced as per maintenance schedule.



 Develop intelligence and risk profiles for persons and companies involved in smuggling activities.

 Monitors economic and smuggling trends and takes proactive action to reduce revenue leakages.

 Maintains registers and footage of intelligence information that has been gathered.

CONTROL ROOM OFFICER (DRONE OBSERVERS), CUSTOMS & EXCISE – LEVEL 11 (4 Posts)


Key Responsibilities

 Use of advanced artificial intelligence and machine learning systems and software to detect illegal activities.

 Developing strategies and plans for monitoring activities in the customs Drones Control Room.



 Develop a programme to ensure that all the information relayed by surveillance drones are captured on real time.

 Provide data analytical tools to ensure that information received from surveillance drones is analysed to obtain meaningful and detailed intelligence information for uses by the Reaction Teams.

 Liaising and engaging with other law enforcement agents to build a harmonious working relationship on matters relating to compliance and enforcement.

 Reviewing reports, statistics and making recommendations for initiatives aimed at closing loopholes in rules, regulations and procedures.

 Review and recommend amendments to Customs and Excise legislation and other related legislation to ensure they are in conformity with signed or acceded or approved regional or international conventions and agreements such as the Revised Kyoto Convention, SADC Model Customs Act, COMESA Management Act and other customs related instruments and conventions.

 Conduct such other duties as may be assigned by the Revenue Supervisor, Customs and Excise Division.
