Project background/rationale

CeSHHAR Zimbabwe implements the National Sex Work Programme “Sisters with a Voice” on behalf of the National AIDS Council (NAC) and the Ministry of Health and Child Care (MoHCC) in 63 sites across all 10 provinces of Zimbabwe. The Programme aims to foster an empowered and resilient sex work community fully engaged in HIV prevention and care cascades, as well as reduce HIV acquisition and transmission among male, female and trans sex workers in addition to providing comprehensive sexual and reproductive health services in Zimbabwe. CeSHHAR Zimbabwe implements differentiated service delivery models for sex workers with adaptations to meet the specific needs of Male and Trans* Sex Workers.

UNAIDS defines sex workers as: “Female, male and transgender adults and young people who receive money or goods in exchange for sexual services, either regularly or occasionally. Sex work varies between and within countries and communities. Sex work may vary in the degree to which it is more or less “formal” or organised, and in the degree to which it is distinct from other social and sexual relationships and types of sexual economic exchange.”

Context of the required services

  • CeSHHAR Zimbabwe began adapting the Sisters with a Voice programme to include service provision for Male and Trans* Sex Workers under the support of the Elton John AIDS Foundation in 2018. The Programme since then, aims to increase knowledge and utilisation of integrated HIV prevention and care, SRH and GBV services among male and trans* sex workers. The Sisters with a Voice manual concentrates on enhancing the self-efficacy and agency of sex workers to access and utilise integrated services by empowering sex workers to make and act on responsible reproductive health decisions. CeSHHAR Zimbabwe requires adaptation of the Sisters with a Voice Manual to include focus on male and trans* sex workers. The adaptation of the manual will improve dissemination to all sex workers in their diversity.

Job summary

  • CeSHHAR Zimbabwe, supported by the Elton John AIDS Foundation, requires the services of a consultant(s) with experience and knowledge in sex work and its diversity and adaption of technical manual.

Objectives of Consultancy

  • The objective of the consultancy is to ensure availability of adapted manual for use by all sex workers.

Description of Work

  • Under the guidance and direct supervision of the Programme Coordinator, the Consultant will undertake the following: Produce of an adapted Sisters with a Voice manual for sex workers in Zimbabwe that will speak to female, male and trans* sex work communities; Produce of an adapted Sisters with a Voice manual that enables programme teams and peer educators communicate the material to sex workers in a way that is participatory and will allow them space to think about the message, and influence their behaviour by taking action for the better; Produce an adapted Sisters with a Voice manual that ensures that all sex workers are able to build self-respect.

Duration of the work

  • The work is expected to be undertaken between In June 2021 and anticipated to last 10 working days. This includes time for consultation with key informants and experts.

Institutional Arrangement

  • The Consultant shall be directly supervised by CeSHHAR Zimbabwe and shall report to the Programme Coordinator who will be responsible for communicating approval and acceptance of outputs by the organisation; Performance of the Consultant shall also be evaluated by EJAF and CeSHHAR; All payments to the consultant shall be made upon communication of acceptance of outputs following completion of assignment.

Competencies

  • The Consultant shall possess the following core competencies: Master’s degree in Linguistics or related areas; At least 5 years’ proven professional experience and expertise in translation of technical documents from English to Shona and vice versa; Demonstrated good understanding of technical terms used in areas of human development, sexual and reproductive health, key populations and youth; Excellent communication skill in both English and Shona; Proficient in English, Shona and Ndebele languages, spoken and written; Ability to work under pressure and deliver within tight deadlines; Strong reporting, communication and interpersonal skills.

Technical and Financial Proposal

  • The Consultant shall submit a technical proposal comprising of the following: An explanation of why they are the most suitable Consultant for the work (1 page); Provide a brief methodology on how they will approach and conduct the work; Confirmation of Interest; Personal resume which details past experience in similar projects and at least 3 references.

The Consultant shall submit a financial proposal: Specifying a total lump sum amount for the consultancy; Specifying payment terms around specific and measurable deliverables.
