Deadline: 17 December 2019 Introduction In line with recommendations building up from the recent planning for the next three years, the HB program will be realigning its structure to build a community presence with community-based project staff or social workers. The staff members will be called OVC Program Field Officers “Field Officers”. The Field Officers will be placed in strategic clusters and responsible for overseeing the implementation of all activities and service provision for all OVC enrolled in the program in their designated clusters. There oversight will extend across all the thematic areas or service domains “Safe, Stable, Schooled, Healthy”. They will coordinate the provision of all these services for program beneficiaries in their assigned wards. They will coordinate the entire “OVC pathway” for OVC and households enrolled in the OVC program in their assigned wards.
  • In addition to coordinating service provision;
  • Field Officers will be responsible for coordinating and supporting capacity building initiatives for local structures and service providers in their wards. Ensuring effective functioning of all OVC platforms including the network of volunteers;
  • community clinic linkages processes; child participation; beneficiary feedback, child safeguarding among other processes in their wards. As such we seek to recruit 7 Field Officers to be based in various wards in Chegutu and Mhondoro-Ngezi rural wards. Successful Field Officers candidates are expected to start functioning in their wards not later than 7 January 2020
Job Description for the Field Officer Reporting to the IP Programs Officer, the Field Officer will be responsible for facilitating and coordinating service provision for all OVC enrolled into the OVC program; facilitating community participation in the HB OVC programs and integrating the various activities in child protection, health, education and economic strengthening in the field and reporting. The Field Officer will represent the organisation at community consultative meetings and district level stakeholder forums. Accountabilities
  • Community mobilization and facilitation: Contribute to the project design, planning, implementation, monitoring and evaluation in the assigned area;
  • Facilitate the effective stakeholder participation (including children, caregivers, schools and health facility/clinic staff) in all of the organisation’s programs;
  • Facilitate the integration of all HB OVC programs in the different thematic areas of Health, Child Protection, Education and Household Economic Strengthening at community level;
  • Facilitate/Participate in the Data Quality Assessment, Site Improvement through Monitoring Systems (SIMS) and other program related activities in the assigned area of operation.
  • Coordination and Networking: Establish and maintain good working relationships with children, families, community leadership, community based organizations (CBOs), government extension staff and other stakeholders at ward and village levels;
  • Participate in stakeholder meetings and networks at ward and village levels;
  • Orient CCWs, Community Facilitators, VHWs, PSS teachers and other relevant community-based cadres on HB OVC activities;
  • Support and supervise case management of children and caregivers/families with various care needs;
  • Provide schools and community stakeholders with guidance in implementing child protection activities;
  • Establish and maintain accurate verifiable project records including case files.
  • Reporting: Ability to write quality reports for the thematic areas of Health, Child Protection, Education and Household Economic Strengthening.
Qualifications
  • A diploma/degree in Social Work, Development Studies or related discipline from a recognized institution;
  • A clean class 3 drivers’ license;
  • Ability to ride a motor bike;
  • At least 3 years experience in a similar role in the NGO sector;
  • Ability to work in a multidisciplinary and multicultural environment

Experience
  • Experience working with OVC, and caregivers preferable;
  • Experience implementing USAID OVC programs;
  • Exposure to NGO working environment in the past is a plus
