Position summary


To provide technical and logistical support to the project’s sub-national civil protection structures for disaster preparedness and response for rapid-onset emergencies.


Responsibilities


Develops an activity plan and Individual Operating Plan (IOP) for DRM; Identifies emergency NFI suppliers, evacuation & NFI storage infrastructure for rehabilitation / prepositioning purposes, in close collaboration with Civil Protection Structures; Provides technical support on DRM in collaboration with District Civil Protection Structures; Facilitates DRM trainings and activities at district and community levels, as guided by the project documents in operational areas; Participates in emergency preparedness activities (cash, market assessments) and facilitates the cascading of national DRM protocols to subnational levels; In the event of an emergency in district of operation or neighbouring districts, be the 1st point of contact for CARE International in Zimbabwe; Be one of the main contributors to emergency response activities in district of operation or neighbouring districts (RNA, RGA, beneficiary selection & registration, actual response, AAR, etc) in close collaboration with DCPC, MEAL and the DRR Specialist; Uses the developed monitoring and evaluation tools to monitor DRR / DRM activities at field level; Manages relationships with stakeholders including Government line Ministries, NGOs and private sector at District and Ward level; Shares project activity plans with relevant government line ministries; Liaises with District and Ward level CPCs on project monitoring; Create an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
