Participatory Situational Analysis
CAFOD and Caritas Australia are supporting a three-year child protection project implemented by Mavambo Orphan Care Trust, Mashambanzou Care Trust, St. Albert’s Mission Hospital and Justice for Children as a strategic partner. The project goal is to ensure that children in targeted communities of Mbare, Hopley, Glen Norah, Mabvuku, Tafara, Caledonia and 6 wards in the districts of Centenary and Muzarabani are safe from abuse, neglect, violence and exploitative practices in all environments, allowing them to pursue development milestones. The programme works with children and communities to improve their understanding of children’s rights, supporting them to create and foster an enabling environment for children and women to realise these rights. It also aims to ensure that service providers deliver better quality services through improved community engagement and accountability.
Scope of the Assignment
CAFOD and Partners wish to engage the services of a consultant to conduct a rights based situational analysis on child protection in Muzarabani, with respect to the realization of children’s rights. The analysis should surface child rights violations and vulnerability especially those relating to SGBV. It should carefully examine what drives, sustains or in some cases worsens violation of child rights as well as what actors, services and/or structures enable progressive, steady realization of rights for all children.
Objectives of the study
The situation analysis aims to; develop a deep understanding of the situation of children Muzarabani and Mbare/Hopley by analyzing the social, political, economic and technological trends affecting them (disaggregated by age, gender, urban/rural, ethnicity, wealth and other relevant factors); identify and analyze the barriers and bottlenecks that prevent vulnerable children and/ families from benefiting from essential social services; Analyze to what extent there is an enabling environment for the realization of the rights of all children and analyze how evidence-based interventions and services needed to address vulnerabilities are prioritized in policies, laws, strategies, plans and budgets
