Consultant for Baseline Survey on Sexual Harassment
Emthonjeni Women’s Forum (EWF) is an organisation whose thrust is on women’s constitutional rights focusing more on gender-based violence, socio economic rights and women’s participation in developmental issues in their communities. This is done through building the capacity of women and information dissemination on women’s rights. EWF is currently operating in Matabeleland North and South. In line with the current operational environment EWF is therefore seeking consultancy to enhance the impact, clarify the current position and define the future direction of the organization. These plans should guide the organization policy operations.
The major objective of the assignment is to carry out a baseline survey in two identified workspaces and two tertiary institutions, capture the state of sexual harassment / GBV including the use of policy provision and instruments that seek to prevent and respond to sexual harassment
The baseline survey seeks to
To assess the knowledge, attitude and perceptions of students and employees on sexual harassment in tertiary institutions and places of work; To establish the level of conformity to policy provisions that exist in institutions of learning and places of work to CEDAW Article 11(1), Southern African Development Community (SADC) Protocol on Gender and Development, in Article 22; To assess the case management mechanism that exist in tertiary institutions and in the workspace; To assess gaps in the Labor Relations Act of Zimbabwe (Chapter 28:01) and identify areas for advocacy in conformity to CEDAW and ILO end GBV framework on sexual harassment.
The consultant will be expected to: Facilitation methodology proposal for baseline survey; Systematically conduct a baseline survey; Produce a comprehensive report on the findings of the baseline survey; Produce a detailed analytical baseline report in both soft and hard copy.
Advanced/ Masters’ Degree in Gender, Political Economy/ Social Studies or related post-graduate qualification; Demonstrated research experience; Proven experience in GBV or related work; Have excellent conceptual and analytical skills; Good interpersonal skills and able to negotiate shared positions; Excellent communication skills; Have proven gender sensitivity and ethical perspectives of the study.
