Cash Transfer Officer

In anticipation of funding International Rescue Committee, Zimbabwe is recruiting for the position of Cash Transfer Officer.

Since 2008, the IRC has provided life-saving services to vulnerable local communities in Zimbabwe. In Zimbabwe, the IRC implements programs in the areas of; Economic Recovery and Development (ERD), Women Protection and Empowerment, Water, Health and Sanitation (WASH) and Capacity Building.
Scope of Work
Under the supervision of the ERD Program Manager (PM) the Cash Transfer Officer (CTO) – Economic Recovery and Development (ERD) is the primary field-level position for ERD activities including food security and livelihoods, village savings and lending schemes (VSLAs) and cash transfer programs. The CTO spends most of his/her time in the field, identifying target communities, establishing relationships with community leaders, overseeing field-level operations such as the delivery of materials, registration of complaints and following – up on beneficiary supporting structures. At all times the CTO must establish and maintain transparent, functional relationships with target communities.
At the guidance and direction of the ERD PM and in close collaboration with the Monitoring and Evaluation (M&E) team lead in the identification, registration, selection and verification of project beneficiaries according to defined selection criteria; Sensitize key stakeholders, community leaders, communities and program participants on the program objectives, timelines, entitlements and on general program activities; As required, lead in the facilitation of the formation of Community Based Relief Committees and collaborate with them throughout the implementation phase in executive activities [e.g. beneficiary selection, verifications, Post Distribution Monitoring (PDM)] and during program implementation activities; Prepare and maintain/update detailed weekly activity work-plan(s) that support and achieve implementation of field activities; As required and following IRC’s procedures and protocols take a leading role in conducting cash transfer distribution including distributions of Non Food items (NFIs); Document lessons including human interest stories (case studies ) and share crucial program and context related learnings/information with the ERD Manager; Serve as the main focal person in the field for the IRC’s implementation processes including in; supervising Cash for work activities, maintaining respectful and constructive relations with communities and all relevant key stakeholders; Lead in the production of quality field level activity reports as required; Monitoring responsibilities – Assist the Monitoring and Evaluation (M&E) team in data collection during assessments and post distribution surveys as and when required; Other duties – Other duties as assigned by the supervisor to enable implementation of the IRC programs
Diploma in International Development, Economics, Sociology/Psychology, Agronomy or Nutrition; Minimum 2-3 years’ experience of implementing Non-Governmental initiated programs with a strong background in emergency and community development projects; Excellent comprehension of field level implementation process including in; beneficiary identification, registration & selection and in community engagement processes; Proven abilities in conducting food/ Non Food items distributions within an NGO set-up; Proven ability to develop activity work plans, and in implementing them; Excellent comprehension of MS Word applications including in Ms word, MS Excel, and Power-Point.
Expected Salary Range: USD 1,212 – 1,576
