FHI 360 is inviting applications for an F&A Lead for an anticipated five-year Maternal, Newborn, and Child Health (MNCH) project in Zimbabwe. The project aims to enhance maternal, youth, and child health and survival in targeted communities. The F&A Lead will oversee overall financial management, providing leadership, direct budget management, and administrative oversight for the project. Responsibilities include reviewing financial planning, ensuring compliance with funder rules and regulations, FHI 360 policies, and local legislation. The role involves managing finance and operations staff, overseeing procurement, contracts, grants, and information technology.

The position is expected to be based in Mutare (potentially Harare) and will report to the Chief of Party (COP).

Duties and Responsibilities

-Manage operational functions of the finance and administration (F&A) department for project compliance and efficiency.
-Review and analyze monthly financial reports, ensuring accuracy.
-Conduct monthly budget variance analysis and make recommendations on spending.
-Provide recommendations and consult with senior management on financial projects and compliance reviews.
-Develop and implement process improvement plans for effective financial controls and operational procedures.
-Participate in annual budget planning, financial reporting, audits/compliance reviews, and assessments.
-Analyze financial transactions for compliance with U.S government rules, regulations, and FHI 360 policies.
-Build and train project staff on funder rules, FHI 360 financial policies, GAAP practices, sub-award management, and monitoring.
-Maintain, reconcile, and analyze financial accounts.
-Provide oversight on sub-award management from pre-award to closeout, including training staff on financial management issues.
-Assist in the preparation and review of cost proposal budgets for new grant applications.
-Collaborate with the COP to analyze financial and operational issues.
-Provide guidance to HR, ICT, and Administrative Support teams on policy and regulatory issues.
-Periodically review financial management policies and procedures to incorporate changes.

Qualifications and Experience

-At least a Bachelor’s Degree in Accounting, Finance, Business Administration, or equivalent. A Master’s level degree will be an added advantage.
-CA/CPA/ACCA or any other relevant professional accounting qualification.
-Minimum of 8 years’ financial management experience, with 3 years in a supervisory role.
-Prior work experience in a non-governmental organization (NGO).
-Familiarity with U.S. government grants rules and regulations.
-Must be a citizen or current legal resident of Zimbabwe.
-Articulate, professional, and effective communication skills in English and local languages.
-Relevant computer software skills, including MS Office, particularly Excel, and accounting software.
