IFAW has a significant portfolio of projects in the Southern African countries of Malawi, Zimbabwe and Zambia in the areas of landscape and wildlife conservation, sustainable livelihoods, wildlife crime prevention, and animal rescue & rehabilitation, and will be designing additional projects in these areas in the future. The projects, many of which are large in scale, are complex, and they take place in equally complex and changing settings. They are also closely linked. Together, they will also contribute to IFAW’s large-scale, multi-country Room to Roam initiative.
The Impact and Evaluation (IE) Manager provides direct oversight and accountability for planning, performance monitoring, lesson-learning, evaluation and adaptive management for all projects implemented in Zimbabwe, Malawi and Zambia. The IE Manager will facilitate IFAW staff and partners in formulating adaptive strategic plans; develop and apply innovative monitoring, evaluation and learning (MEL) systems to capture project outcomes for the project team, donors, country offices, IFAW and the Board; discern the effectiveness of project strategies in achieving project goals, manage independent evaluations, and carry out lesson-learning exercises with project staff and stakeholders to support adaptive management. An important part of the role will be establishing and facilitating a learning culture and documentation of learning within and across projects. The IE Manager is also expected to follow all funder requirements.
The IE Manager will develop qualitatively, but also quantitative, data collection tools, conduct data collection and analysis, and lead planning, monitoring, evaluation and learning activities with project stakeholders such as government authorities, community members, local organizations, and other partners. The Manager will also work to ensure that monitoring and evaluation systems are consistently integrated and implemented across all project partners and build their capacity where necessary. For the Room to Roam initiative, the IE Manager will work with the Director, Impact & Evaluation, and country and program staff in the Southern Africa region to engage partners and plan the initiative.
This position has a direct reporting relationship with the Director of Impact and Evaluation and an indirect reporting relationship with the respective country directors. The IE Manager will collaborate closely with Field Operation Managers and Program Directors.
Role and Responsibilities
- Lead and facilitate IFAW staff and partners in planning, monitoring, evaluation and learning (PMEL) activities for all projects in Malawi, Zambia and Zimbabwe;
- Design indicators or other, innovative and evaluative methods and tools, qualitative and quantitative, including surveys, key informant interviews and focus group discussions, to assess the effectiveness of project strategies and capture project outcomes;
- Coordinate and conduct quantitative and qualitative data collection, analysis and data preparation for developing baselines, assessing progress towards project objectives, and project reporting;
- Assist the project teams in producing high-quality outcome progress reports to donors, meeting their requirements, and to IFAW IE Director, other Program Directors, EMT and the Board, including through the use of visual dashboards;
- Facilitate workshops with IFAW staff and partners to assess progress, learn lessons and adapt strategies and plans;
- Coordinate with the IE Director for engaging stakeholders and planning IFAW’s Room to Roam Initiative;
- Manage independent evaluations in collaboration with project partners, funder and IFAW IE Department, by developing terms of reference, selecting and overseeing consultants, reviewing draft reports and sharing findings and recommendations with stakeholders;
- Develop and manage annual project M&E work plans and budgets;
- Coordinate with other IE department staff on the development and review of tools and approaches.
Qualifications and Education Requirements
- Bachelor’s degree in a relevant field and 7 years of work experience preferred; Masters’s degree in a relevant field from a recognized university preferably in international development, biodiversity conservation, planning, monitoring and evaluation, or related field, and 4 years of work experience in a relevant area ideal
- At least four (4) years of experience managing planning, monitoring, evaluation, and learning activities with competencies, in a variety of qualitative and quantitative methods, in a conservation or human livelihoods initiative;
- Experience engaging community members through focus group discussions is highly preferred;
- Strong organizational and interpersonal skills and the ability to collaborate well with different stakeholders;
- Experience in generating learning and adaptive management among project teams and stakeholders. Experience in group facilitation is highly desirable;
- Demonstrated knowledge of major donors reporting standards and M&E tools such as Activity MEL Plan, Performance Indicator Reference Sheets, Results Frameworks, and Data Quality Assessments;
- Comprehensive knowledge of Microsoft Office and comfortable learning and utilizing data management software tools;
- Strong attention to detail and accuracy, as well as an ability to see the “big picture”, excellent problem-solving skills, flexibility, and ability to work independently;
- Strong written and oral presentation skills;
- Professional proficiency in written and spoken English is required.
- Experience with monitoring and evaluation software systems, and developing data dashboards that enable effective analysis and reporting on performance data, e.g. LogAlto, is desirable;
