The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.

Duties and Responsibilities

The USAID Program Management Specialist (Tuberculosis (TB) and HIV Integration &
Family Health) is a key member of USAID/Zimbabwe’s Office of Health, Population and
Nutrition (HPN). Under the direct supervision of the Health Services Chief, the staff member

leads USAID’s TB/HIV integration strategy as a crucial platform for improved affordable and
accessible family health interventions such as HIV case identification, TB case finding among
vulnerable populations such as children, Family Planning and Maternal & Newborn Child
Health. This management specialist ensures symbiotic multi-stakeholder working relationships
with high-level decision makers, as well as technical staff, in the Ministry of Health and
Childcare (MOHCC), PEPFAR, Regional Health Bureaus, USAID/Washington counterparts,
and with funding partners and non-governmental organizations working in the health sector.
The Specialist delivers analytical and technical assistance services to other
bilateral/multilateral agencies, Government of Zimbabwe, and civil society in developing and
implementing policies and programs based on best practices and innovations in Tuberculosis,
HIV and Family Health. Representing the U.S. Government, the jobholder leads some national
technical working groups and builds alliances with External Development partners and,
provides essential communication and liaison within USAID offices and with other USG
agencies.
The jobholder will provide expertise in both tuberculosis and HIV integrated management and
aspects of family health including maternal/child health, nutrition and family planning
practices and principles. The jobholder provides strategic and technical leadership in the design
and implementation of USAID TB/HIV integration and family health activities in the host
country. As a senior health advisor for USAID, the Program Management Specialist represents
USAID, PEPFAR and the USG in national and international fora to advise on policies,
strategies, and technical issues. The Specialist understands global health issues, as well as the
entire USAID/PEPFAR/USG health portfolio and serves as an Agreement Officer’s
Representative/Contracting Officer’s Representative (AOR/COR) or Activity Manager for
selected programs/projects/activities. As an AOR/COR, the Specialist monitors program
performance and progress, identifies implementation achievements as well as problems in
performance, and initiates appropriate actions in consultation with other [team] staff, and/or
the Health Services Chief, Deputy, and Office Director, as appropriate. The specialist also
provides mentoring and coaching to the entire Office in the areas of HIV and TB integration
and their relationship with family planning/nutrition, as well as maternal and child health
issues.

Major Duties and Responsibilities
Technical and strategic leadership (50%)
1. The job holder serves as the technical expert and provides high level technical guidance to
the Mission, the MOHCC and other development partners for the implementation of U.S.
Government funded integrated TB/HIV Services and Family Health activities including
maternal/child health, nutrition, and family planning.
2. He/she provides overall strategic direction and technical guidance on TB/HIV integration
and family health services to ensure that activities are appropriately integrated with other
Health Office and broader Mission activities.
3. He/she advances evidence-based approaches to planning, implementation, monitoring, and
timely course correction on all activities.
4. The job holder ensures that service delivery is in line with both USG and MOHCC policies
and priorities whilst ensuring the quality of programs implemented by the implementing
partners are adequately addressed.

5. In conjunction with the members of the USAID Strategic Information Team, the job holder
develops program evaluation strategies and methodologies, and helps to select indicators for
monitoring TB/HIV and Family Health activities in accordance with standard guidelines and
protocols, ensuring that outcomes and impact are adequately measured.
6. Through literature review, research, and regular communication with local and
international stakeholders, he/she keeps abreast of emerging developments in TB/HIV
integration and Family Health activities. He/she advises accordingly on how these policies and
strategies can most effectively be incorporated to enhance USAID’s approaches.
7. The job holder provides advice and recommendations to USAID’s HPN Office Director in
interpreting data and preparing of annual, semi-annual, mid-term and other reporting
documents related to this portfolio.
8. He/she conducts periodic site visits to monitor and assess activity implementation by
implementing partners through the application of tools such as the Site Improvement Through
Monitoring (SIMS) tool.
9. The job holder helps to identify gaps and technical assistance that is consistent with the
needs of the Health Office and the Mission’s overall CDCS and Operational Plans.

Program/ Project Management (40%)
1. The job holder provides technical advice and leads design of strategies, project mechanisms
and activities for improved TB/HIV and Family Health service delivery.
2. He/she serves as the AOR / Activity Manager for the Mission’s TB/HIV and Family Health
activities, reviews and approves implementing partner work plans, facilitates implementing
partner relationships and coordination with other stakeholders including the host government
and other health donors, maintains a regular schedule of site visits to meet and interact with
beneficiaries, recommends adjustments to the activities as appropriate, oversees implementing
partners compliance to all relevant USAID regulations and guidelines, communicates regularly
with the implementing partners regarding their obligations to USAID CDCS and Operational
Plans.
3. The job holder keeps the Health Office Director regularly informed of activity
implementation, progress, results and challenges on a timely basis.
4. If implementing partners issue subawards or subcontracts, the job holder ensures that the
relevant and/or required information filters down to them. He/she ensures that such subawards
or subcontracts are monitored and provided the right support and oversight.

Representation and Reporting (10%)
1. The job holder represents USAID at designated national/regional technical working groups
(TWGs) and other gatherings that relate to TB/HIV integration and family health.
2. Represents USAID at meetings outside the TB/HIV and Family Health field as requested
by the Health Office or Mission Leadership.
3. Responds to information requests from USAID Washington and Congress.
4. Establishes good working relationships with senior MOHCC staff at all levels (national,
provincial, district, facility, and community), relevant development partners, civil society,
faith-based organizations, and private sector players to ensure regular and timely sharing of
information on changes in policy, legal and regulatory frameworks that could impact the
implementation of TB/HIV integration and family health services.

Qualifications and Experience

Education: Master’s degree (MPH, MSHP or MSW) in public health, medicine, nursing,
behavioral or social sciences is required.
b. Prior Work Experience: A minimum of five (5) years of progressively responsible
public health experience in Tuberculosis, HIV and Family Health programming including
TB/HIV counselling, maternal/child health, nutrition, and family planning. Prior experience
working with or for bilateral/multilateral donors such as the United Nations Agencies, the Global
Fund or Private sector health projects are an added advantage.
c. Post Entry Training: On the job training will be provided on USG specific procedures,
regulations, and methods. Formal AOR/COR training is required for successful
performance/execution of duties. Appropriate training will be offered, subject to course offerings
and the availability of funds. Professional seminars to expand knowledge, skills and abilities in
TB and HIV prevention care and treatment maternal and child health, nutrition and family
planning will be encouraged.
