Team Leader – Evaluation, Data and Learning

This is a DFID-funded programme that aims to reduce violence in Zimbabwe and protect the safety, rights and choices of women, girls, men and boys. At the highest level, it seeks to reduce the prevalence of and tolerance towards gender-based violence in Zimbabwe, through community-level violence prevention and response activities, and a national behavioural change campaign on gender-based violence (GBV).
The programme has a separate Evaluation and Learning component. The evaluation will develop knowledge of the most affordable and scalable approaches to prevent and respond to GBV, and further the evidence base on what works to change attitudes to GBV. It will draw on existing learning from existing DFID programmes and deepen understanding of the underlying risk factors for GBV and its causes.
Coffey is seeking a dynamic and driven Team Leader with demonstrated experience evaluating GBV programmes to lead the Evaluation and Learning Component. This is a remote position, with regular trips to Zimbabwe.
The Team Leader will be responsible for overall leadership of the evaluation, data and learning component; providing strategic vision; driving delivery; and offering guidance on the evaluation design and implementation.
The Team Leader will oversee the design of all research tools and analytical frameworks and will direct the work of the local research partner. The Team Leader will also be responsible for coordinating with the Lead Service Provider, DFID, SIDA and other donors and programmes in Zimbabwe to encourage collaboration and maximise the impact and dissemination of the evaluation findings.
- An advanced university degree (or equivalent) in the fields of health, gender or gender-based violence, evaluations or others as relevant
- Experience designing and delivering evaluations of programmes that seek to reduce gender-based violence in developing contexts
- Strong technical understanding of gender-based violence in Zimbabwe, including types, causes and response mechanisms
- Excellent knowledge of gender and social inclusion issues in Zimbabwe including social, political and cultural gender norms and challenges
- Experience working with DFID, including for example DFID-funded programmes or evaluations
- Ability to communicate effectively with a range of internal and external stakeholders
- Excellent written and oral communication skills in English, including the ability to communicate complex and technical concepts to a non-expert audience
- Demonstrated leadership, supervisory and organisational skills, including previous experience leading a team
- Ability to work well in a team environment
- Prior experience working in Zimbabwe
- Working knowledge of DFID’s approaches to GBV prevention, and the approaches adopted for programme research, monitoring and evaluation
- Experience delivering or evaluating programmes that seek to reduce gender-based violence in Zimbabwe
- Experience working on gender and social inclusion issues within development programs, preferably with DFID or other donors
- Global knowledge for existing evaluation evidence of GBV programmes, including limitations, challenges, gaps and quality
- Experience designing and carrying out primary research, including quantitative and qualitative research
- Experience working with SIDA, including SIDA-funded programmes or evaluations
- Experience designing and implementing rigorous safeguarding and ethical protocols in research
- Experience translating evaluation findings of what works to inform policy
