Role purpose

To take the lead on components of Christian Aid’s humanitarian response to Cyclone Idai in Zimbabwe. To oversee and ensure the delivery of Christian Aid’s funded projects by national partners in the field, through managing and providing strategic direction to two Christian Aid Project Officers, MEL, Accountability Officer and the Finance Assistant. To ensure that project resources and planned project activities are undertaken within budget and time frame to enable direct benefit to target communities and programme impact. To lead on the development, implementation and monitoring of Christian Aid’s humanitarian projects, providing effective and timely support to partner organisations, enabling them to implement the rapid, effective and principled response to emergencies, and ensuring that this is in line with the Core Humanitarian Standard on Quality and Accountability and Christian Aid’s global and country strategy. To act as an interface between implementing partners and Christian Aid and/or donors including coordinating feedback, representation in key stakeholder meetings and contributing to the strengthening of partner relationships.

Key outcomes

 Partners are supported to deliver high quality emergency and early recovery programmes in line with CHS and Sphere.

 Humanitarian and financial policies and procedures complied with, in particular, reporting requirements for CA and DEC Appeals and institutional donors.

 Ensure coordinated accurate, timely, and effective reporting in line with CA internal processes and procedures.

 Positive relationships developed and maintained with local implementing partners, Government, UN and I/NGO through attendance and participation in coordination mechanisms present in the field and through effective communication and coordination with all stakeholders.

 Document, report on, and participate in all appropriate district and provincial coordination mechanisms including within the ACT Alliance, DEC partners, NGO Forum, Clusters, working groups and local government.

 Ensure inclusion, gender and accountability to affected populations are embedded in the response both in Christian Aid and in partner organisations.

 Project resources and activities delivered within budget and time-frame and projects delivered to the highest standards in line with the country, divisional and organisational strategy through effective support to the programme team.

 Ensure complementary approaches to programme implementation are maintained through effective coordination internally with Christian Aid peers, and partner staff.

 Partners’ goals and objectives successfully supported through capacity building, best practice guidance and good working relationships.

 Effective and efficient administrative systems and procedures, including support in collating and compiling financial reports, in accordance with Christian Aid’s framework, implemented within the office to support staff

 Lead on the development of regular Sitreps and other internal information sharing materials as appropriate.

 Establish regular learning and reflection activities at partner and country office level, ensure all learning is documented and shared with CA Humanitarian division support staff.

 Attend and contribute to any online coordination meetings with Christian Aid globally

 Works with Christian Aid peers to ensure together that safeguarding is prioritised across the emergency programme and in partner organisations.

Applied skills/knowledge and expertise Essential

 Degree or equivalent in development studies, humanitarian response, or similar

 Fluent written and spoken English

 Previous experience of supporting the delivery of high quality reports to institutional donors

 Relevant experience of working through partnership to deliver high quality emergency project/programmes

 Understanding of partnership approach to emergency work and experience of working with local partners

 Experience of working under own initiative with a variety of different stakeholders

 Must have experience of developing and implementing best practice and capacity building partners.

 Knowledge and experience on the application of CHS, Safeguarding principles, Sphere, and the Red Cross Code of Conduct.

 Must have experience of data collection and reporting (including basic financial reporting) and good organisational ability

 Must have a knowledge of the country context and an understanding of how the international development sector operates.

 Professional experience living and working in Zimbabwe

 Post Graduate or equivalent degree in development studies, humanitarian response, or similar

 Fluent written and spoken English

 Previous experience leading on the delivery of high quality reports to institutional donors

 Relevant experience of working through partnership to deliver high quality emergency project/programmes

 Understanding of partnership approach to emergency work and experience of working with local partners

 Experience of working under own initiative with a variety of different stakeholders

 Must have experience of developing and implementing best practice and capacity building partners.

Knowledge and experience on the application of CHS, Safeguarding principles, Sphere, and the Red Cross Code of Conduct.

 Must have experience of data collection and reporting (including basic financial reporting) and good organisational ability
