Local Authorities Capacity Enhancement Project - LACEP-Zimbabwe
The Municipal Development Partnership (MDP) is an NGO registered in Zimbabwe established to improve the capacity of local governments and support the process of decentralization in Sub-Saharan Africa. MDP is implementing a School Readiness Initiative (SRI) project which aims to give children a better start into education by enhancing the capacity of 7 Rural District Councils of Zimbabwe to create a conducive early learning environment at the local level. The specific role and function of the organization is to enhance the ownership by seven (7) Rural District Councils, of the initiative to meet children’s needs in ECD and mobilize them to ensure a better learning environment for young learners and overall to ensure sustainability. These seven RDCs will be receiving simultaneous support from other consortium members.Background – Job-specific
MDP seeks applications to fill the vacancy of a Project Technical Officer (PTO). The position is meant to bring the critical knowledge, skills and attitudes from the education sector in general and early childhood development in particular to the implementing organization, the SRI Project and to stakeholders whose domain is not early childhood development. The person should be prepared to adhere to ethos of safeguarding and protecting the well being of children.
Functional Responsibilities and Specific ToRS
The specific ToRS for the PTO are as follows:
a) Assist the PC in planning, organizing, leading and coordinating the implementation of the project;
b) Assist in establishing and executing the programme implementation plans in collaboration with the SRI team and partners, including setting objectives, performance measurements, standards and results expected to ensure efficient and effective services.
c) Provide the critical knowledge, skills and attitudes regarding early childhood development to this ECD project,
d) Take lead on activities related to scaling access to quality ECD classes by mobilizing stakeholders to improve the preschool environment to accommodate better young learners
e) Support participating local authorities to mainstream and integrate education and early childhood development in their plans and budgets;
f) Provide training and facilitate workshops to local authorities officials and officials from their associations on integration of early childhood development in their plans and budgets and assist in crafting strategies on the development of appropriate learning environment for young learners;
g) Be the conduit and link to the education sector officials and stakeholders and mobilize them for their effective participation in the project;
h) Attend and participate in all project meetings
i) Keep abreast of and incorporate latest/best practices, approaches and technology to enhance the programme delivery and results in early childhood development by local governments.
j) Support the functions and responsibilities of Monitoring and Evaluation
a) A minimum of a Bachelors Degree in Social Sciences
a) A qualification in Early Childhood Development discipline (e.g. early childhood education, psycho-social child development etc will be an added advantage
b) A Masters Degree in related field will be another added advantage
c) A qualification in project monitoring and evaluation will be another advantage
a) Minimum of 5 years working experience in the education sector
b) Minimum of 3 years of practical experience in designing and delivering technical assistance support in the area of early childhood education
c) Demonstrable experience in designing and facilitating capacity building programmes and workshops related to early childhood education
d) Familiarity with Zimbabwe’s early childhood education systems
e) Working in or with the NGO sector within the field of early childhood education will be an added advantage
f) Experience in M&E will be an added advantage
a) Full working knowledge of spoken and written English is essential, knowledge of other local languages is an asset
b) Strong communication and writing skills
c) Willing and able to travel to rural communities
d) Ability to work in multi cultural and diverse environments
f) Able to commence work in June 2019
