Purpose of Position
The USAID funded Orphans and Vulnerable Children (OVC) program aims to strengthen and sustain a family-centred approach to improving the health, nutritional status and well-being of 39469 OVC, including children under 5 and adolescents in 2 target districts. To help the Government of Zimbabwe control the drivers and mitigate the effects of HIV/AIDS, in alignment with PEPFAR’s priorities of testing, treatment and adherence, OVC programme will increase access to high-quality comprehensive, compassionate services, and strengthen the capacity of families and communities living in target districts to care for and protect the children in their care.
On this OVC project the Programs Officer will serve as representative of the OVC project and will be responsible for the activities. The Programs Officer shall have a keen understanding of the unique political dynamics and will work carefully and collaboratively to support the various relevant political entities in the target districts of Mashonaland West Province.
The required attributes of the Programs Officer are: a senior manager with a Bachelor’s degree in related field required. Master’s degree an added advantage. A minimum of five years of experience in the specified sector to include assessment, evaluation, and design of project required. Experience as a senior manager or senior expert advisor required. Proven ability to manage technical assistance teams. Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID and/or other bilateral funding agencies.
Leadership and Management: Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance; Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other; Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement; Lead annual planning to ensure that plans are made to meet the targets set out in the project design.
Implementation and Monitoring: Oversee the implementation of planned activities to ensure targets are achieved; Ensure that project activities are carried out in a timely manner as per approved work plan, and that the project achieves results in line with its annual approved work plan, and that the project achieves results in line with its annual USAID targets in each program area; Ensure each staff has a clear weekly work-plan and that necessary resources are available for them to implement their responsibilities; Conduct monitoring visits to project activities to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed; Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed; Take corrective action when staff are failing to achieve targets.
Reporting: Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional reports that meet donor requirements; Prepare and submit reports to local government as requested; Ensure that there is a good flow of information between the teams such that issues are identified and reported on before they become difficult to manage; Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment.
Internal and External Relations: Represent the OVC Project internally to other Organizational departments and externally to local government departments and line ministries, Donors to ensure positive relationships are built; Closely collaborate and network with Ministry of Health and Child Care, and other stakeholders, in order to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields; Co-ordinate with other NGOs or similar organizations in the area to ensure complementarity of approaches; Host visits from government departments, HOSPAZ and donors as required.
Knowledge, Skills and Abilities
A Master’s degree in social sciences, or related degree is required; At least 5 years of experience with health and HIV programmes at community level; At least 5 years of experience managing large projects requirements. Experience in working in inter-agency consortiums preferred; Experience in managing or working on USAID funded projects is strongly preferred; Written and oral fluency in English is a requirement; Proactive approach, good organization and time management skills, and ability to prioritize and manage workload; Strong budgeting and financial management skills; Leadership and teamwork capabilities that includes coaching and motivating staff to high level of performance, & engaging in effective cross cultural & cross functional working to achieve shared goals in the absence of direct line management authority; Experienced networker with strong negotiation skills and an ability to maintain a good up to date knowledge of the grant opportunities and trends in organizational priority sectors; Working knowledge of the Organizational Partnership is an advantage, along with the ability to interface sensitively with people from various departments in both field and support offices.
Position is based in Chinhoyi, the capital of Mashonaland West; Ability and willingness to travel up to 50% of the time.
