Role purpose

To manage Monitoring and Evaluation systems within the Christian Aid Cyclone Idai response to allow for effective and accurate reporting. The ensure that regular information based on monitoring and evaluation processes is shared with the programme and country team to allow for decision making to project implementation. To promote effective and efficient monitoring and evaluation of programme activities by partners, centred on impact and outcomes. To contribute towards building the Zimbabwe Cyclone Idai Response teams and partner’s capacity to develop and use participatory approaches to monitoring and evaluation for effective project implementation for results. To lead on monitoring, impact evaluation, knowledge management and support donor reporting processes. To facilitate sharing of best practice and lessons learnt with external stakeholders as appropriate. Developing and providing reference materials and quality information across the programme. To roll out the implementation and institutionalization of the M&E system and data quality assurance protocol within CA and all partners involved in the Cyclone Idai Response. The role would be expected to support partners and the team to institute effective systems of tracking results for their work.

 

Key outcomes

 Lead on all Monitoring, Evaluation, and Learning activities of the Christian Aid Zimbabwe Cyclone Idai response programme, including developing tools, supporting data collection, carrying out data analysis, verification, reporting and ensuring reflection moments within the response.

 Compliance with policies and procedures including reporting requirements and ensure partner capacity building and training on monitoring, evaluation, and learning processes.

 Support the development of proposals and reports based on strong evaluation data using Christian Aid’s internal systems

 Effectively contribute to decisions on programme work in the country informed by implementation modalities and Christian Aid’s strategic focus areas.

 Support the effective and efficient use of Digital Data Collection and Data visualisation within the Cyclone Idai response, both with Christian Aid, and Partner staff as appropriate.

Person specification

Essential

 Graduate in a relevant discipline or equivalent

 Good knowledge of official donors such as European Union, DFID, etc

 Working knowledge of international humanitarian standards (SPHERE, CHS)

 Familiarity with programme cycle management approaches and tools – including participatory planning, monitoring and evaluation

 Demonstrable previous experience in data analysis

 Previous experience in international development and / or humanitarian action

 Direct experience of programme appraisal, monitoring and evaluation and of developing partners’ capacity

 Knowledge of gender, inclusion and accountability methodologies in development and/or emergency work

 Experience of facilitation, training and network building

 Skills in appraisal and evaluation

Desirable

 Qualification in M&E, Communications, Disaster management or a relevant field

 Understanding of partnership approach to international development

 Advanced data manipulation skills

 Network and alliance building

 A working understanding of the Core Humanitarian Standard (CHS)

 Extensive experience of working through partnership

 Understanding of advocacy, campaigning and lobbying

 Understanding of issues of governance, power and rights

 Experience and knowledge of Emergency relief, preparedness and humanitarian aid and their link to long term development work
