Description :

Duties and responsibilities 

  • Draft and send press release that contain important updates about policy changes at the instance of the employer to the print , broadcast and other  media outlets in line with Government of Zimbabwe and Ministry of Finance and Economic Department
  • Organize events at which the employer clients can meet with the public to increase economic policy awareness of the services or recent developments
  • Processing and managing any relevant advertising on behalf of their clients
  • Control information output and handle incoming request for information from media outlets
  • Promotes cooperative relationships with clients and those who use their clients

Major Functions 

  • Plan , design and execute a communication strategy for the Ministry of Finance and Economic Development in collaboration with all relevant stakeholders
  • Write produce and disseminate routine and complex outreach products that promote the strategic and timely flow of information and key messages about the economic policy positions of the government  of Zimbabwe as announced from time to time by the Government  of Zimbabwe through Ministry of Finance and Economic Development to key internal and external audiences
  • Provide technical communication support to the operation that drive acceptance of the Ministry of Finance and Economic Development and the Government of Zimbabwe initiatives .Such communication will include production of policy note summaries and initiating stakeholder engagement in various technical and non-technical aspects of the policy formulation and implementation  framework in Ministry of Finance and Economic Development
  • Monitor and capture feedback and results of the various initiative and appropriately package and disseminate in Ministry of Finance and Economic Development
  • Initiate and sustain effective professional relationships with key internal and external constituencies (including the media, civil society , NGOs, academia, business, government , agencies parliamentarians) and establish mechanism for obtaining feedback on economic policy initiatives from these stakeholders and citizens in collaboration with various tasks team leaders within Ministry of Finance and Economic Development
  • Continuously monitor , analyze and timously respond to current event sand public and press union
  • Advise the Ministry of Finance and Economic Development team and clients on trends, new developments or changing unexpected circumstances that may impact their policy work and formulate and determine appropriate strategic communication responses to address them
  • Assist in building and strengthening Ministry of Finance and Economic Development capacity to share and disseminate appropriately packaged information and to communicate with the general public and all its stakeholders
  • Ensure overall quality control of communication by Ministry of Finance and Economic Development and assist in building the capacity of its Technical Teams in advocacy   and communication
  • Anticipate future developments in line with Government of Zimbabwe economic trajectory and identify areas of relevant research
  • Initiate requisite dialogue with stakeholders to ensure Government of Zimbabwe and Ministry of Finance and Economic Development  are kept abreast of Global conversations , is course and practice in relations to economic policy, developments and management


Profile and qualifications 

  • A minimum of a Bachelor’s degree in Economics/Finance and relevant exposure to Media and MASS communication , Journalism, Public Relations and Marketing or other related fields
  • At least 15 years of experience in finance , banking or economic policy development and management combined with at least 3 years experience in communication , journalism, education or public relations
  • Thorough knowledge of and practical experience in the range of communication approaches, tools and methodologies essential to planning executing and monitoring communications strategies
  • Ability to engage with a range of both state and non-state actors at different levels and across all sectors at national , regional and international level
  • Ability to build networks and initiate , design and maintain effective working partnerships with the range of the state and non-state actors and to positively influence them where appropriate in establishing a common sense of purpose to stakeholders including the international community , development partners , civil society , among others
  • Task/ programme management skills and demonstrate ability to work independently and learn about the multidisciplinary issues involved in both the public and private sector
  •  Familiarity with development issues and experience with the politics of development , donor coordination and support to government
  • Respect for local cultures , norms and social values and keen awareness of the impact  personal conduct and ability to adapt behaviours to different environments with the sensitivity and observance of protocol
  • Proven ability to creativity respond to problems and to mobilise other actors to respond where necessary
  • Ability to source , evaluate and integrate information analysis from a range of actors , and to articulate analysis in clear reports as required
  • Strong interpersonal and team skills , ability to work effectively with internal/ external partners in a multicultural environment and limited supervision
  • Excellent oral and written communication and presentational  skills
  • Strong computer skills – word , powerpoint, Publishing programs, website designing and use modern  media equipment
