Position Overview

The International Rescue Committee is recruiting for the position of Finance Manager based in Harare with regular visits to Field Offices. The suitable candidate should be a motivated, flexible, problem-solving team player with excellent analytical, interpersonal skills and the ability to prioritize activities and work to tight deadlines.

Position objectives:

As part of the finance team of the country office under the direct supervision of the Senior Finance Manager, the Finance Manager will be responsible for the financial management of all the Cyclone Idai Emergency Response Funded Projects. The Finance Manager will ensure the budget and grants management issues are immediately attended to and ensures that all donor finance reports are prepared in accordance with the IRC and specific donor’s requirements and submitted on time.

Major Responsibilities

 

Grant Management & Reporting

  • Ensure the Emergency Response Funded Budget versus Actual (BvA) reports for Zimbabwe grants are uploaded and up-to-date in the BVA system.
  • Review budget spending against spending plans / actual spending, and advise relevant staff on spending status for all the Emergency Response Funded Projects. Request feedback on all over/under spending from budget holders.
  • Provide support and feedback to Operations and Program Managers on all questions regarding the BvA reports.
  • In compliance with the donor regulations and the IRC requirements, propose adjustment entries required for the BvA reports and grant financial reports.
  • Prepare the new budget line codes (T2 codes) and look up codes for new grants, to be uploaded in SUN system for Emergency Funded Projects
  • Prepare grants external donor financial reports for the review by the Senior Finance Manager for further submission. Ensures reports are in compliance with the donor reporting formats template, and to be submitted in a timely manner on time as per internal and external contractual requirements.
  • Perform the Finance verification of Purchase Requests and Payment Request for Emergency Response Funded Projects to ensure Items are allowable, allocable and reasonable, budget remaining balances are adequate, accuracy of information included for items charging codes, and the Mathematical calculation of total amounts.

New proposal budget Development

  • Prepare budgets for the new proposals and revises existing budgets, ensure all costs are covered, not under/over budgeted, in addition, and ensure the correct use of the IRC and specific donor budget standard templates.
  • Work with the Senior Finance Manager on the monthly Shared Program Cost –SPC for new proposals calculation and monthly allocation.

Staff Training

  • Provide training to the Chimanimani based Finance Officer on financial management issues of the Emergency Response funded projects.

Key Working Relationships:

Position Reports to Senior Finance Manager.

Internal:

Deputy Director of Programs (DDP), Supply Chain Coordinator, Grants Unit, Project Managers and Finance Team.

Location & Duration

The position is based in Harare with field travel. Duration is from 1 May 2019 – 31 July 2019.

Salary Expectation

USD2,005 – 2,706

 

Qualifications

Qualification

 

A Bachelor’s degree in Accounting, Business Administration, Commerce or Finance, or equivalent technical training certificate in Accounting. Minimum of (3) years’ experience.

Experienced in Excel functions, in donor’s grants budget development and financial reporting, knowledge of major donor’s budgeting and reporting requirements, such as: ECHO, USAID, SIDA and UN Agencies. Requires extensive experience in working with computerized accounting systems. IRC internal experience highly desirable.

Skills and Abilities:

This position requires strong analytical skills to be able to make logical and strategic budget decisions. Demonstrated skills and abilities in working remotely supporting staff. Must be able to function comfortably in a complex work environment, under moderate pressure whilst prioritizing multiple tasks. Must be able to communicate effectively (written and verbal) in English, good time management and interpersonal skills. Excellent computer skills, MS Office package and advanced Excel. Must be able to work under minimal supervision.
