The WCoZ is a network of women’s rights activists and women’s rights organizations in Zimbabwe with national structures. The WCoZ is a forum where women meet and engage in collective activism on issues affecting women’s and girls in Zimbabwe. Its central role is to provide a focal point for activism on women’s and girl’s rights. WCoZ brings women from diverse backgrounds to collectively advocate for the attainment and enjoyment of their rights. The organisational members of the Coalition work in diverse fields including health, legal aid, access to education, gender based violence, economic empowerment, media, climate and environment, peace building and politics and decision making.
Background to the Consultancy
In partnership with HIVoS WCOZ is implementing a project titled Strengthening Leadership Capacity for Women in Public Administration and Civil Society Organisations (SeLeCt). The project seeks to increase women representation and effective participation of women leaders in public administration and civil society organizations. This intervention is anchored on increasing women’s effective participation through capacity building and providing support for exposure visits to learn from best practices. The project will also provide technical support to CSOs to develop governance instruments and mechanisms that promote full and equal participation of women in leadership positions. The project location is Masvingo, Mutare, Marondera, Gwanda, Kariba, Chinhoyi, Bindura, Harare, Bulawayo and Gweru.
The objectives of the end-term evaluation is assess the progress of the project in meeting the following objectives of the project:
To increase effective participation of women in senior management of influential CSOs and public administration at national and subnational level; To improve CSO governance instruments and mechanism to promote full and equal participation of women in leadership positions; To establish periodic platforms that recognise and support women in leadership positions.
Tasks under this consultancy
WCoZ is seeking to engage a consultant to consolidate, conduct interviews (with relevant stakeholders and beneficiaries) and do a project completion end of term evaluation within an estimated time period of 10 working days.
The consultant will be responsible for the following deliverables:
1. Conduct an evaluation process that measures the following: Relevance of the projects with regard with project’s goal and it shall identify how the WE4L helped to strengthen Strengthening Leadership Capacity for Women in Public Administration and Civil Society Organisations; Efficiency and Effectiveness in terms of the use of resources and the projects’ results; Sustainability in view of how the project can meet the future needs after project life cycle; Visibility, in particular in view of communication and dissemination and how the visibility of the project is being addressed.
2. Produce a comprehensive report
Send proposal outlining of end-term evaluation process including detailed methodology, work plan with timelines, proposed consultancy fees and detailed expenses, curriculum vitae with minimum 2 references for previous similar work and 2 samples of evidence of previous work of a similar nature.
Qualifications, Experience and sample of work
Advanced degree in Social Science or related field with experience in monitoring and evaluation of women’s rights; A qualification in women’s rights and gender studies and monitoring and evaluation will be an added advantage; Experience in statistical analysis will be an added advantage; More than 5 years experience in related work.
