PURPOSE OF POSITION

The Advocacy, Communications and Public Engagement (ACP) Manager is a leader within World Vision Zimbabwe. The role is responsible for leading and coordinating the organization’s work in advocacy, communications and public engagement. The ACP Manager will oversee strategic and policy engagement in advocacy, including the current global campaign, while ensuring advocacy activities remain focused on established priorities and contribute to concrete deliverables. The ACE Manager will further position, build the profile and manage the reputation of the National Office (NO) via government, UN, peer agency engagement and media, with a particular focus on expanding our digital and social media footprint. The ACE Manager will also oversee key national level public engagements as they pertain to advocacy, faith & development (F&D) and communications. The ACP Manager will supervise the F&D Coordinator, Advocacy Officer and Communications Officer. This position will support the NO in responding to the development challenges and needs of children and communities to contribute to long term impact. The role will lead on enhancing World Vision’s influence and position as a leading child-focused organization across the country. This function will provide leadership and technical support to the National Office, guided by the NO strategy and Our Promise

MAJOR RESPONSIBILITIES

30 Strategic leadership
  1. Lead and manage the WV Zimbabwe (WVZ) Advocacy, Communications and Public Engagement Department;
  2. Lead Advocacy & Policy engagement based on strategic priorities and Campaigns on behalf of World Vision, with a particular focus on the “It Takes a World to End Violence Against Children”;
  3. Ensure WVZ’s communication strategy and plan are aligned to WV’s broader communication strategy (Africa and Global), with a particular focus on impact based initiatives and further leveraging our digital and social media footprint
  4. Review, align and implement WVZs national advocacy, communication and public engagement strategy as needed;
  5. Ensure that our advocacy, communication and public engagement interventions can contribute to our overall resource development strategy and revenue generation.
  • High caliber Advocacy, Communications and Public Engagement team in place;
  • WVZ develops and executes the ‘It Takes a World’ Campaign with clear interventions and deliverables;
  • Policy level engagement contribute to effective review of policies and are implemented, contributing to the well-being of children
  • Through various communication channels, the work and impact of WVZ are effectively profiled and contribute to an improved understanding, support and engagement from individuals, partners and stakeholders
20 Advocacy

Strategic leadership

  1. Develop an advocacy and campaigns strategy and policy agenda for the country focusing on the National Office strategy

Campaign Management

  1. Coordinate documentation of best practices and evidence related to WVs advocacy work and campaign
  2. Ensure that children’s voices are represented through local level advocacy efforts and local-national-global linkages

External Engagement

  1. Build strategic partnerships with civil society, donors, Governments and corporations, UN entities and other organizations to enhance collective response to child well-being
  2. Strengthen partnership and collaboration with faith based organizations at National level in order to influence and monitor policy implementation to enhance child well-being.

Resource Development and cross-sector collaboration

  1. Explore potential funding sources for advocacy work and It takes a world campaign
  2. Work with Support Office, Regional advocacy & campaigns , and other regional ministry functions to ensure that grants and other specially funded initiatives incorporate advocacy and EVAC campaign elements
  3. Provide support in development of multi-country proposals.
  4. Act as a focal point person for external and media engagement on child protection and gender issues which may require profiling and advocacy interventions
  5. In times of emergency responses, support messaging and policy briefs in collaboration with the region

Research and Analysis

  1. Support assessment and research activities to gather information and analysis that would inform policy and advocacy briefing documents, assessment reports, and research papers;
  2. Support the process of gathering information on the key National advocacy themes – from WV Zim’s programs, other humanitarian actors, communities in the province, and other primary and secondary sources — in order to inform advocacy products and tools;
  • WVZ policy engagement at national level contributes to improved child and youth friendly government legislation and implementation
  • WVZ focus on advocacy priorities contribute to tangible solutions and changes
  • It takes a world campaign effectively contributes to attitude and behavior changes pertaining to sexual abuse against children, and a reduction in such incidences over time
  • Advocacy becomes more imbedded across our programs and interventions
20 Communications
  1. Ensure there is a yearly communication and digital platform action plan with deliverables in place
  2. Ensure increased communications focus on stories and publications that effectively communicate “evidence of impact”, in alignment with the national strategy and resource development plan and priorities
  3. Engage local and international media around stories and issues that pertain to WV’s core focus on children and their well-being
  4. Ensure there is an effective and coordinated use of relevant social media platforms by WVZ based on a plan
  5. Ensure more field based staff receive basic training and support so they can more effectively capture information and visuals that can be used across our various communications platforms – focus more on “telling the story from the field” and ensure the voices of children are heard
  6. Review and enhance internal communications using relevant internal platforms (with a primary focus on staff, AC, SO and Regional partners and other key stakeholders)
  7. Build an executive communications plan for the National Director, to ensure the ND is known, heard and engaged in two-way dialogue with staff
  8. Coordinate, monitor and manage reputational risk narrative and brand issues associated with the organization;
  9. Facilitate a process of continuous learning on appropriate communication systems, processes and tools as appropriate for WVZ
  10. Support the National Director and other senior staff to serve as a key spokespersons and can be positioned as opinion leaders on relevant topics and issues
  • Pro-active engagement based on a clear plan
  • The right information is generated and effectively shared across our various internal and external stakeholders
  • Reputational and other risks are understood, mitigated and responded to in accordance with the global standards
  • Communications play a key role in enhancing our public’s understanding, and the positioning and engagement of WVZ on issues critical to children, and demonstrating evidence of impact across our programs
  • Enhanced use of digital / social media platforms further support communication deliverables for WVZ
  • Voice of children are more clearly heard and contribute to positive changes in understanding and attitudes toward the work undertaken by WVZ and its partners
  • Communication plan is monitored and evaluated to ensure impact is captured and aligns with NO strategy and Our Promise
20 Public and External Stakeholder Engagement
  1. Lead WVZ, national government and partner engagement, representing WVZ in key internal and external forums – relevant government entities, partners and other stakeholders. This will be done in coordination with the Resource Development Department (RDD)
  2. Provide strategic direction for business development to pursue advocacy funding, through support in the development and implementation of the external engagement plan as well as via identification of resources, key stakeholders and relationship building and management;
  3. Work with Business Development Unit to develop advocacy related capacity statements, funding proposals, with particular focus on Extractives, Peace-Building.
  • Enhanced ability for WVZ to leverage public engagement and support for its work at a national and local level
  • WVZ prepositioned and profiled for strategic donor engagements, including corporates
  • WVZ positioned as leading child focused organization in Zimbabwe
10 Mentoring and Coaching
  1. Lead, manage and provide capacity building support to staff in the ACP Department by ensuring clear goals and accountabilities are established and achieved;
  2. Ensure individuals’ performance and development needs are met, and staff are high performing and engaged;
  3. Identify capacity gaps in NO in advocacy communications and public engagement with SLT and Region to address them.
  4. Champion/Facilitate advocacy and communications training within field level programs
  • Effective processes in place to successfully manage talent.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  • University Degree in Social Sciences, Humanities, development studies, International Relations, Communications or its equivalent
  • A post graduate qualification is a plus
  • 3- 5 years’ experience in advocacy, campaigns, communications and government and stakeholder engagement
  • Experience of working in an NGO, UN or other relevant organization in the same or related capacity
  • Must have ability to manage a multi-disciplinary portfolio
  • Advanced understanding of social accountability methodologies
  • Demonstrated team management and leadership experience
  • Demonstrated ability to engage effectively with diverse teams (cross cultural & cross functional) to achieve shared goals
  • Ability to engage at a strategic level and build collaborative relationships with government, donors, media and peer agencies
  • Experience in developing an array of communication materials such as publications, video segments, web and other modern media
  • Excellent written and oral communication skills in English
  • Able to work within a faith based organizational environment

Preferred Skills, Knowledge and Experience:

  • Understanding and experience in Grant Acquisition and Management, especially in terms of the grant cycle, humanitarian and development donors, and proposal development.
  • Demonstrated experience in developing and leading advocacy and communications strategies within the humanitarian and development sector.
  • Advanced understanding of policy analysis and engagement processes.

  1. The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
